Under thegeneral supervision of the Director of Strategic Sourcing and ContractManagement, prepares, interprets and manages contacts and services for a broadrange of Cook County Health & Hospitals System (CCHHS) requirements. Identifies appropriate methodologies forcontract including Group Purchasing Organization (GPO), Requests for Proposals(RFP), Requests for Quote (RFQ), Requests for Information (RFI) and other bestpractice procurement methodology. Ensures that all contracts adhere to federal, state and local mandatesand that all analyses and reporting follow established Procurement BusinessProcess.
Thisposition is exempt from Career Service under the CCHHS Personnel Rules.
Prepares,drafts and negotiates complex contracts.
Analyzesthe price and cost for contracts; tracks and monitors contract changes,deliverables and performance to maximize benefit.
Conductsmarket analysis to identify opportunities for improved pricing throughoutCCHHS; presents findings to the Director of Strategic Sourcing and/or SeniorLeaders within CCHHS.
Leadsthe administration and negotiation of contract terms and conditions; ensurelanguage is specific to CCHHS, Joint Commission requirements, Cook CountyOrdinances and applicable federal guidelines.
Enforcesthe standards set by Joint Commission of Contact Services, section LD.4.03.09and LD.3.50 are met when preparing contracts for goods and services.
Overseescontracted suppliers to ensure Minority Business Enterprise (MBE) and Women'sBusiness Enterprise (WBE) compliance responsibilities are met over the courseof the contract
Identifiespotential liabilities or unfavorable terms; recommends resolutions oramendments; follows Key Performance Indicators (KPI) set by the department andCCHHS.
Interprets,evaluates, assimilates and coordinates pertinent contractual details tocorrectly enter/represent the contract systemically.
DevelopsRFPs, RFQs and RFIs; reviews, modifies and approves specifications.
Ensuresthat all contracts adhere to federal, state and local mandates and that allanalyses and reporting follow established Procurement Business Process.
Developsand prepares scope of work requirements for all procurement methodologies.
Reviews,modifies and approves specifications and determines KPIs with customer input
Establishesand recommends processes to ensure timely renewal of contracts.
Ensuresvolume rebates are met by the vendor, compliance with contract terms andinitiates actions to terminate the contract if conditions or vendor performanceare not met.
ResearchesGPOs contracts and applicability with the ERP item master for contractibleitems.
Servesas a key stakeholder in the System's decision regarding contact participation.
Communicateswith peers, customers and senior management while facilitating RFP and ContractProcess.
Performsother duties as assigned.
Reports to the Director of StrategicSourcing and Contract Management
Bachelor's degree is required. (Must provide official transcripts at time of interview).
Three(3) years ofexperience in contract and proposal negotiation and development is required.
Prior experience in healthcarenegotiating a wide range of contract for services, goods, medical equipment,etc is required.
Prior experience identifying potentialcontract liability and renegotiating unfavorable terms is required.
Master'sdegree in business, Juris Doctor or Paralegal is preferred.
CertifiedMaterials and Resource Professional (CMRP) ispreferred.
Formalcustomer service training experience ispreferred.
Knowledgeof Enterprise Resource Planning (ERP) systems such as Lawson, PeopleSoft,McKesson/HMOC, or similar ERP systems ispreferred
