The Procurement/Subcontracts Analyst is responsible for supporting the acquisition process, competitive and non-competitive sourcing strategies, and procurement compliance. This position sources and purchases goods and services for contracts and operations of the company. This position requires working directly with the program manager, accounting and billing staff, vendors, and management to ensure effective communication, problem resolution, and timely completion of each stage of the procurement.
Essential Duties and Responsibilities:
Confers with suppliers and service providers to determine factors that affect prices and determines best value, consistent with quality, reliability, and ability to meet required schedules.
Issues Requests for Quotes and Proposals to a variety of suppliers.
Participate as integral member of proposal team in sourcing subcontractors/suppliers, drafting and issuing RFPs, conducting price analyses, drafting subcontracting plans, and providing guidance to proposal team.
Reviews proposals and subcontracts, negotiates prices, selects or recommends suppliers, analyzes trends, follows up on placed orders, and maintains necessary and compliant records.
Drafts and negotiates subcontracts, Teaming Agreements, Non-Disclosure Agreements, and other contractual documents.
Assures subcontractor compliance with subcontract terms and conditions.
Evaluates adequacy of technical statements of work, specifications and purchase descriptions and resolves issues before subcontract action.
Provides procurement guidance to program managers.
May be assigned to supervise junior procurement personnel.
Bachelor's degree in a business management or procurement or supply chain management or related field.
Five (5) years of federal procurement experience.
A working familiarity with the Federal Acquisition Regulation (FAR) and DFARS.
Familiarity with Deltek Costpoint.
Experience with Contractor Purchasing System Review (CPSR) compliance.
Must be detail oriented and organized and uphold a high level of accuracy.
Ability to work independently or in a team-based, highly collaborative environment.
Strong proficiency with Microsoft Office Suite (Outlook, Word, Excel, PowerPoint) is required.
Ability to multitask and work in a fast-paced environment, often with short deadlines.
Good analytical ability and problem-solving ability.
Ability to obtain a SECRET clearance; active SECRET clearance preferred.
Due to security requirements, US Citizenship is required.
