Job Summary/Basic Function: SUMMARY: Function: The purpose of this vital command role is to serve LUPD as the Support Services Unit Commander. The Support Services Unit Lieutenant is the de facto LUPD representative for all departmental administrative support services when the Chief of Police is not available. This Lieutenant is responsible for administrative, supervisory, and enforcement skills for the LUPD Support Services Unit. The Lieutenant must be knowledgeable in Federal Incident Command Systems (ICS), Texas Police Chief's Association Best Practices, the Higher Education Opportunity Act, and Title IX as it relates to police field operations, management of public safety resources, security and emergency related services.
Scope: The Support Services Unit Lieutenant is responsible for the organizational support functions of the Police Department, and the law enforcement efforts within the areas under the control and jurisdiction of Lamar University. Also, expected to exercise initiative and independent judgment in carrying out a variety of assignments within established guidelines. These assignments include researching new technology and equipment, purchasing uniforms and police equipment, police fleet management, maintaining Federal and State Reporting statistics, processing departmental hiring packets, coordinating with various departments on campus, and supervising LU Residence Hall Security 1st Sergeant. Serves as a Campus Security Authority as defined by the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (Clery Act).
DUTIES: Typical: Plans, organizes, assigns, and supervises departmental activities including the enforcement of criminal law, Rules and Regulations of the Board of Regents, and the conduct of subordinates. Checks performance, appearance, and conduct of subordinates. Provides guidance and direction to staff on policies, procedures, and rules and regulations. Receives and relays directives, assignments, and special orders to subordinates. Makes evaluations and analyses concerning accomplishments of departmental goals and objectives. Observes and evaluates departmental operations for efficiency and effectiveness. Prepares and reviews various reports and makes recommendations. Develops and administers training programs. Investigates circumstances surrounding violations of law and University regulations and policies. Conducts investigations, writes reports, and recommends appropriate actions. May be required to perform direct law enforcement activities, including preventing or suppressing crime and making arrests. Performs related duties as required or assigned.
Make recommendations for adoption/changes to LUPD standard issue equipment based on research of emerging police technologies, improvements to uniforms, and new equipment.
Serve as LUPD Quartermaster; maintain spreadsheets on equipment issued out and received by all members of LUPD.
Serve as LUPD Property Custodian Manager; conduct quarterly inventories of all equipment for review of LUPD Chief of Police. Report completed annual LU inventory to LU Property Management Accountant.
Audit internal areas of high-risk and liability such as the evidence room, property room, quartermaster room, and firearms armory.
Liaison with approved local and State vendors, request merchandise quotes, and complete purchase requests within the LU purchasing system.
Ensure all received merchandise is properly invoiced and cleared from LU budgetary systems.
Coordinate with LUPD supervisors to complete inspections of issued equipment and uniforms. Document all concerns, problems, or issues found during individual inspections within the internal LUPD systems.
Accept, process, and clear special requests for equipment from all LUPD Units through internal approval processes.
Conduct detailed LUPD fleet inspections, maintain fleet spreadsheets, and ensure all fleet maintenance and refueling receipts are reported within LUPD and LU guidelines.
Ensure LUPD fleet repairs are completed by local vendors within proper repair/maintenance protocol in a timely manner. Inspect repairs to ensure adequate service was provided.
Supervise and monitor LU Shuttle Services, ensure shuttle routes are adequate for LU needs and update as required.
Liaison with LU Facilities to track building repairs and improvements to LUPD station.
Supervise 1st Sergeant of Residence Hall Security. Ensure personnel staffing levels are maintained through the LU hiring process and approve all final candidates for hire.
Supervise disciplinary investigations of Residence Hall Security Staff, and administer disciplinary action as required by LU/LUPD Policy.
Maintain statistical data for Federal and State reporting -as required by statute for Racial Profiling Data.
Assist the Chief of Police by facilitating Clery reporting workgroups to ensure precise reporting. Work with the Chief of Police to draft the LU Annual Security Report.
Participate in department mandatory work assignments pertaining to athletic events, commencements, etc.
Respond to emergency events and remain on assigned post until relieved.
Assist with Patrol functions and enforcement of Texas law and LU rules.
Liaison with other Lamar University departments to ensure adequate support services are provided and maintained.
Coordinate travel and lodging reservations for personnel.
SUPERVISION: Received: Reports directly to the LUPD Chief of Police. Given: Direct supervision of Support Services Unit staff, and subordinate ranks as needed.
Minimum Qualifications: EDUCATION: Required: 1.) Bachelors degree in an administration, management, leadership, or law enforcement related field
EXPERIENCE: Required: 1.) 10 years of full-time U.S. commissioned police officer experience, and 2.) 3 years in previous or equal Police rank (sergeant/lieutenant), and 2.) Master TCOLE Certificate, and 3.) TCOLE Instructor
EQUIPMENT: Required: Must be proficient with the operation and safety procedures of all equipment utilized by the Lamar University Police Department necessary to perform assigned duties. Special knowledge and training in firearms, less-lethal, tactical equipment, and administrative computer equipment.
ACCURACY: Required: Proficiency in all phases of duties performed. Must demonstrate logical and effective problem-solving ability. Capable of providing creditable testimony in a court of law.
PHYSICALCAPABILITIES: Duties involve driving, walking, running, standing, stooping, climbing, crouching, pushing, jumping over, pulling, carrying, reaching above head, lifting, lowering, hand-wrist and elbow motion, grasping, and holding. Good physical condition and vision, ability to hear, speak, and full use of arms and legs. Physical requirements include; heavy, exertion 50-100 lbs. occasionally, 20-15 lbs., frequently, or up to 10-20 lbs. constantly.
WORKINGCONDITIONS: Usual: Occasional exposure to outside weather conditions. May be required to work during daytime or night-time hours, with varying days off, and on holidays. Work involves a degree of danger.
OTHER: Must be able to hold a Peace Officer Commission through the Texas Commission on Law Enforcement. Must possess a valid drivers license not subject to suspension and must be eligible to drive a University owned or leased vehicle. Must have thorough knowledge of and ability to apply supervisory methods, personnel management and evaluation, planning and coordinating, and effective written, oral, and interpersonal communication skills. Must have the physical and mental capabilities to properly carry out responsibilities and duties as a commissioned police officer. Knowledge and skills in emergency medical procedures, first aid, and CPR techniques.
Preferred Qualifications: EDUCATION: Preferred: 1.) Masters degree in an administration, management, leadership, or law enforcement related field 2.) Attending or completion of a Law Enforcement Command College program
EXPERIENCE: Preferred: 1.) 15 years full-time U.S. Commissioned Police Officer 2.) 5 years in equal or higher type position
