Working closely with estimating, procurement, quality and receiving, this position will be responsible for the oversight and management of subcontractors and vendors providing services under federal contracts.
DUTIES AND RESPONSIBILITES:
Subcontract Management - Manages complex subcontract work statements and terms and conditions for the procurement of specialized materials, equipment and/or services.
In conjunction with procurement and quality, accountable for effective planning of material requirements, Supplier evaluation and selection, placement of Subcontracts for supplies or services and for the conduct of Supplier relations resulting in successful support of business objectives.
Assists new vendors with requirements of the procurement process
Ensures subcontractor compliance with prime contract requirements
Monitors subcontractor/vendor performance, issues subcontract amendments, and manages the performance of subcontractors
Coordinates efforts with other Functional departments in fulfillment of Subcontract management responsibilities on new and continuing programs.
Resolves disputes with subcontractors and evaluates subcontractor performance; assists the quality department with corrective action requests
Prepares, compiles, and maintains auditable records of the subcontracting process; enters administrative and financial data on subcontracts into various subcontract databases.
Monitors and maintains compliance with subcontracting plans
Prepares reports and correspondence.
REQUIRED SKILL SETS AND QUALIFICATIONS:
Bachelor's degree and 5+ years of related Federal Government contracts experience
Experience in both commercial and government subcontracting
In depth working knowledge of FARs, DFARs and ITAR and flow-down requirements
Strong knowledge of Commercial Item/COTS in Federal Contracting
Knowledge of change management procedures pertaining to requests for information (RFIs), change notices, change orders, amendments, and claims and dispute resolution
Knowledge of Small Business Subcontracting Plan in accordance with Public Law 95-507
Familiarity with the Department of Labor Requirements for the Service Contract Act
Demonstrated ability to build and maintain strong working relationships, with our external and internal customers
Demonstrated experience in developing complex contract types, fee arrangements and contract terms
Analytical approach to problem solving, risk assessment and strategy
Excellent proposal development skills, strong ability to navigate complex negotiations, and excellent oral and written communication skills.
Proven ability to ‘issue spot’ based on extensive past work experience and formal training received
NCMA CFCM Certification a plus
Ability to obtain Confidential Clearance Status. Currently cleared individuals a plus.
Computer literacy (Microsoft Office, Sharepoint, etc.) required; familiarity with Microsoft Dynamics a plus
Ability to interpret specifications; familiarity with ASME, AISC, AWS, MIL STD and NQA-1 quality standards a plus.
Possess superior organizational skills, be detail-oriented & accurate, and demonstrate advanced analytical skills.
WORK SITE CONDITIONS:
While this position is primarily performed in an office setting, occasionally there may be times when the position requires visits to project sites. While working on the jobsite, individuals will be outside on an active construction site, in a trailer with job site management team, and at clients’ facilities. Job walks and inspections indoors and outdoors are required. Jobsite appropriate attire, including PPE, is necessary. Flexibility to work outside normal business hours and travel to project job sites will be required.
May be required to lift up to 50 lbs. Job site work may involve extended periods of walking or standing and additional limited physical requirements, including climbing ladders, scaffolding, maneuvering around small obstacles, moving through cramped quarters, crawling, utilizing motorized man lifts, etc. Also requires basic office work, including sitting, walking, climbing stairs, kneeling, bending, and operating office equipment that is hand operated.
