The Nevada System of Higher Education (NSHE) invites applications and nominations for the position of Chief Information Officer/Executive Director, System Computing Services. This is a renewable, full-time, non-tenured, administrative position and reports to the Chief Financial Officer. At the discretion of the chosen candidate, the position may be located in either Reno or Las Vegas; both of which are rapidly growing dynamic cities with a relatively low cost of living. The NSHE is comprised of eight institutions: two universities, a state college, four community colleges, and a research institute. The public system of higher education in Nevada continues to experience rapid growth, with significant challenges and opportunities in serving over 105,000 students and 12,000 employees.
The CIO/Executive Director position serves as the Chief Information Officer of the Nevada System of Higher Education as well as Executive Director of System Computing Services. The incumbent is responsible for NSHE information technology policy, planning, budget management, centralized procurement, security and IT services at the System level. The CIO plays a key role supporting the strategic initiatives identified in the NSHE mission statement and in the Board of Regents strategic goals. Current responsibilities include a statewide data network and internet access for administration, instruction, research (internet2) and outreach; central administrative applications that include enterprise data warehouses, financial, human resources and student information support; a System-wide help desk; and a variety of other customer support activities.
The CIO is currently responsible for aligning IT investment with NSHE instructional, research and service missions, for implementing IT governance processes, and for supporting capable, cost effective management activities for the System and its institutions. To these ends, the CIO provides management information systems and wide-area network communication; partners with governmental and private organizations for cost effective technological excellence; and provides additional services as need arises and NSHE strategic goals mandate. The CIO serves on several steering committees that oversee IT operations supporting both higher education initiatives as well as other statewide IT initiatives. It is anticipated that with the implementation of new System-wide ERP systems over the past several years such as Peoplesoft Campus Solutions for student information support and Workday for finance and human resources management, that the role will have more responsibility for the overall coordination of IT services and administering service level agreements (SLA’s) to provide services in the most cost effective and efficient manner possible. The CIO will also coordinate the System-wide assessment, procurement and implementation of future major software purchases.
STARTING SALARY: Grade 2 (Salary Range $153,040 - $206,533)

RESPONSIBILITIES: The duties of this position will include, but not be limited to, the following:
Oversee data centers in Las Vegas and Reno and 200 network sites throughout the state; supervise approximately 100 employees; manage an approximate annual budget of $19 million.
Collaborate with NSHE institutions, the Chancellor, Board of Regents and Chief Financial Officer. The office of the CIO is the information technology planning and policy arm of NSHE. Historically the SCS organization has been the technology services arm of the NSHE. As the System evolves to using more cloud based and hosted applications it is anticipated that the role of the CIO will evolve as well. The CIO will work in collaboration with the entire NSHE community to understand institutional and System needs and support a structure that will provide those services in the most efficient and effective manner possible. The CIO will maintain a clear vision of the role of information technology in the NSHE and at the individual institutions as well as ensure the integrity and security of data at the institution, employee and student levels.
Develop and maintain SCS strategic plans, ensuring alignment with and support of institutional missions and the Regents’ Strategic Goals.
Oversite of SCS staff, budget and facilities; oversite of the development and maintenance of System-wide applications and the NevadaNet infrastructure. Planning and budgeting including the developing, presenting and defending the NSHE Biennial IT budget. Responsibility for overseeing any insourcing/outsourcing initiatives including SLA/contract development and monitoring.
Serve as a visionary about the role of information technology in higher education. Oversee state-wide networks, and telecommunications management. Other duties as assigned.

MINIMUM QUALIFICATIONS: The successful candidate must have a Master’s degree from a regionally accredited institution, preferably in a technology field, with ten (10) years of managerial experience OR a Bachelor’s degree with fifteen (15) or more years of comparable experience. Managerial experience in current technologies relevant to a higher education environment is preferred.
