Purpose: The College’s Chief Information Officer (CIO) is the Director of the Technology Department at Flagler College. The CIO is accountable for directing the information and data integrity of the College, and for all information technology functions of the College. This includes academic computing, administrative computing, the data center, computer labs, production scheduling functions, help desks, communication networks (voice and data), computer program development, and computer systems operations. The CIO provides overall management and definition of all computer and communication activities within the College; this includes responsibility for providing leadership to the operations of the Technology Services Department, as well as providing direction for the review of all computerized and manual systems, information processing equipment and software for acquisition, storage and retrieval. The CIO is responsible for the definition of the strategic direction of all information processing and communication systems and operations. The CIO interacts with the executive management to monitor and validate the College’s compliance with its security policies, which includes state and federal requirements
Essential Duties and Responsibilities include the following; • Align IT objectives and programs to organizational objectives and strategies by identifying IT applications that support business plans and/or by gaining knowledge in systems and hardware developments to ensure incorporation of up-to-date systems and processes beneficial to organizational strategies. • Coordinate overall technology budget. In doing so, maximize the mix of in-house versus outsourced resources in order to meet or exceed user level service expectations. Participate in vendor contract negotiations for all computer equipment and software purchases. • Plan and coordinate IT-related training and staff development inside the department as well as college-wide by identifying needs and recommending solutions. • Maintain close contact with representatives of firms providing IT services and products, and leverage business relationships for fulfillment of organizational objectives. • Select and implement suitable technology to streamline internal operations and help optimize their strategic benefits. • Align IT risk management with enterprise-wide risk management, inclusive of coordinating cyber security, protection of data and IT compliance. • Plan usage of current systems and implementation of new systems while providing guidance to staff within and outside of the organization. • Create, maintain and enforce written policies and procedures regarding all IT operations throughout the organization.
Education and/or Experience Requirements: • Five (5) years of experience as a CIO and/ or Senior Level Administrator in an IT leadership capacity. Ten (10) years in the Technology field. • Knowledge of IT systems and infrastructure with preference for those used in Higher Education • Background in researching, determining specifications, designing and/or developing IT systems and planning implementation • Comprehensive knowledge of IT systems subjects and extensive knowledge of hardware and software with the ability to keep abreast of new technologies • Understanding of data analysis, budgeting and business operations • Analytical and problem solving capabilities • Strong strategic and business mindset • Organizational and leadership skills • Proven communication and interpersonal abilities
Minimum Position Requirements • A Bachelor’s degree in Computer Science, Business Administration or a related field or equivalent experience • A Master’s degree in Higher Education Administration, Computer Science, Business Administration. • Significant experience in an educational setting is desirable, specifically in technology and information systems planning to support College goals. Experience should also include exposure to both shared and outsourced solutions, as well as support of in-house information and communication systems in a multi-site client-server environment Extensive Knowledge of: • Data processing methods and procedures, and computer software systems • Systems design and development process, including requirements analysis, feasibility studies, software design, programming, pilot testing, installation, evaluation and operational management • Business process analysis and redesign • Design, management, and operation of managed IT systems • PCI/DSS compliance and data auditing • Expert knowledge of current trends of academic technology
