The Buyer II reports to the Purchasing Manager and is responsible for purchasing functions including policy enforcement, vendor negotiation, contracting and financial reporting. Leads and coordinates work of the purchasing team. Delegation of routine tasks within peer group is expected. Responsibilities include but are not limited to working collaboratively with staff to improve purchasing efficiency and processes, ensuring the quality and quantity of work performance are consistent with policy and standards, providing purchasing expertise and educational support to internal customers and vendors, resolving financial reporting and processing issues, and facilitating problem resolution for work performed by others as necessary. The Buyer II supports the Value Analysis process and other hospital committees as needed. Provides accurate and timely execution of purchasing processes and recommends process changes as needed. Communicates well with all levels internal and external to the organization. Sources new products and services using national contracts, CHKD contracts, or develops new contracts for needed products and supplies. Independent decision making for purchasing team may be required in the absence of direct supervision.
Professional knowledge of areas of responsibility (including theories, principles, and concepts) normally acquired through completion of a Bachelor's degree or equivalent. Four years of experience in a purchasing role required. Demonstrated proficiency with using purchasing related information systems and databases. Professional knowledge of areas of responsibility in order to assist in sourcing and purchasing activities. Leadership skills and delegation experience needed. Demonstrated proficiency in Microsoft Office Suite. Excellent interpersonal, communication, negotiation, and analytical skills necessary to interact with supplying vendors, customers, and other team members. Capital, Purchased Services and Construction purchasing experience highly preferred. Experience in working with key stakeholders in developing detailed equipment and project specifications and converting needs and specs into comprehensive RFP's. Ability to manage multiple complex projects and negotiations.

Norfolk is a part of the Hampton Roads region of Virginia, also known as Tidewater, and is located in the southeastern portion of the state, where unlimited resources for recreation, travel and culture exist.
The region's temperate climate is ideal for sports and outdoor activities. Winters are mild. The spring and fall seasons are extremely pleasant. Summer temperatures are usually in the upper 80s.

The Atlantic Ocean and Chesapeake Bay provide the boundaries for the Norfolk/Virginia Beach Community. For other outdoor entertainment, there is camping, biking and hiking at Virginia Beach's Seashore State park; exploring the Great Dismal Swamp national wildlife preserve just south of Norfolk; and Busch Gardens near Williamsburg is one of the country's most popular amusement parks.

Surrounding the hospital and the medical center is an historic neighborhood highlighted by parks, churches and schools.
Just two miles from the hospital is Norfolk's downtown business district and waterfront. The hospital and Eastern Virginia Medical School are situated in a restored area which abounds with historic homes and two-and three-story townhouses and apartments. Restaurants, health clubs, shops and art galleries are a short walk away.
Norfolk and the surrounding area abound in history, highlighted by Colonial Williamsburg, Yorktown and Jamestown. Museums and historic homes in Norfolk reflect the city's 300-year history as an important seaport and region of commerce.
For snow skiing and mountain trail hiking, the foothills of Virginia and the Blue Ridge Mountains are within a few hours' drive.
The region is served by Norfolk International Airport, a few miles away from downtown Norfolk. Also servicing Norfolk is Amtrak with direct connections to Washington D.C. and New York City along with connecting cities.
