Crane Aerospace & Electronics is seeking to hire a Contracts Manager - Government, in Fort Walton Beach, Florida.
Position Summary –Contracts Manager - Government
As part of the Crane Aerospace & Electronics integrated Contracts Team, the Contracts Manager - Government will support the business team in the effective review, negotiation, and management of US government prime contracts and subcontracts, to enable achievement of business plan goals, while proposing and negotiating terms to minimize the company’s risk and liability. This person will also help to ensure the company’s compliance with applicable US government procurement rules & regulations, including the FAR (Federal Acquisition Regulation) and DFARS (Defense Federal Acquisition Regulation Supplement) by executing, improving, and enforcing appropriate policies, procedures, processes, systems, compliance programs and training. The position will also support both domestic and international government and commercial contracts & subcontracts.
While this position is located at the Fort Walton Beach, Florida, responsibilities include supporting group-wide activities to align government & commercial contracting processes across all Crane Aerospace & Electronics sites.
Responsibilities and Accountabilities:
Responsible for executing and improving processes and procedures for government & commercial contracting using the Crane Business System principles and tools.
Responsible for ensuring compliance with applicable government FAR and DFARS regulations by managing and applying the company’s government contracting compliance system, including maintaining & supporting a comprehensive FAR/DFARS compliance matrix database which identifies functional owners and means of compliance.
Proactively contribute as a constructive team member with Business Development, Business Managers and Customer Administration, Finance, Program Management, Supply Chain, Operations, Quality, and Engineering to develop and execute acceptable contract terms and agreements which lead to compliant profitable growth, while protecting the enterprise from unnecessary risk, including evaluating contract terms against Crane policies.
Responsible for creating and managing appropriate contracts training programs and tools (such as Convergence training modules) that will ensure an efficient, competent and self-sufficient contracting team.
Advocate compliance with all Crane Co. contracting policies and procedures, including Crane policies CP-102, CP-400, CP-GCs, and creating/updating associated Crane Aerospace & Electronics Instructions.
Manage compliance with Foreign Military Sales and Foreign Military Financing programs.
Interface as needed with Crane Aerospace & Electronics management, Crane Co. legal, and outside attorneys to resolve government contracts issues. Participate in the Crane Co. contract risk management programs, such as stoplight chart monthly reviews, TINA, CAS, and other reviews and audits.
Support and contribute to business strategy associated with proposals, contract performance issues, and resolution of customer claims and disputes.
Act as Group contracts compliance focal point for cyber incident evaluation and reporting, in accordance with DFARS 252.204-7012.
Keep abreast of evolving regulatory issues, rules, & regulations and their impact upon our business practices, such as TINA, CAS, conflict minerals, FAR “commercial item” procurement, government data rights, specialty metals, counterfeit parts, etc., and then communicating the impacts upon the work with the Contracts Group to develop a compliance strategy.

Bachelor’s Degree in Technical or Business field. Master’s degree or JD a plus.
Eight years of relevant experience in managing government contracts.
Eight years of relevant leadership experience in a defense industry regulatory compliance environment. Experience in commercial contracting is a plus.
Demonstrated in-depth understanding of government and commercial contracts terms and conditions, underlying processes and requirements, and the contracting process.
Demonstrated in-depth understanding of FAR and DFARS regulations and the government contracting process.
Proficient in conflict resolution and assertive enforcement of US government and company policies.
Proficient in the negotiation and administration of contract terms and conditions, including changes and dispute administration, negotiation and resolution.
Working familiarity with export regulations, such as EAR, ITAR, and OFAC.
A government security clearance is not required; however, due to exposure to unclassified controlled technical information, including export-controlled information, US Person status is required. A past or current government security clearance is a plus.
Must be a US Person under International Traffic in Arms Regulations (ITAR) to be eligible.
Additional Salary Information: Comp will depend on experience level.
