Our Client is seeking a Senior Manager of Global Supply Chain Management and will be based in Dubai, United Arab Emirates with international travel. This position will report to the Director of Global Supply Chain Management. The additional duties and responsibilities listed below are representative of the nature and level of work but are not necessarily all inclusive.
Responsibilities: • Directly supervise at least 4 Subcontracts Leads managing over 250 subcontracts and $500M in annual spend. Provide support and oversight to a team of purchasing and logistics professionals. • Liaise with internal customers from multiple projects throughout the Middle East, Afghanistan, and Africa supporting DoD, DoS, and UN programs • Possess extensive CPSR experience and will provide procurement oversight in accordance with DCMA, DCAA, and SBA requirements. • Act as a subject matter expert in Federal Acquisition Regulations and standard commercial procurement practices. • Provide compliance oversight for both corporate and prime contract requirements. • Lead major solicitations and establish the appropriate evaluation criteria in accordance with prime contract and corporate requirements. • Lead teams of professionals through the proposal management process as it relates to supplier strategy, including potential partners and subcontractors. • Negotiate teaming agreements, non-disclosure agreements, and statements of work. • Apply a thorough understanding of international logistics principles (shipment of items via surface and air) to ensure the continuity of the supply chain. • Work closely with the International Trade Compliance Office (ITCO) to vet logistics procurement actions, obtain proper licensure, oversee preclearance and clearance activities, and resolve any related issues. • Regularly engage with ILS proposal teams to provide industry expertise, recommend supply solutions that minimize financial and operational risks, and enhance our probability of win. • Apply sound techniques to support acquisition planning, acquisition strategies, and ensure timely delivery of acquired materials. • Evaluate potential suppliers to confirm capabilities, soundness of business practices, and suitability as business partners for the company.
Requirements: • A Bachelor's degree in business or other related field from an accredited college or equivalent experience is required. • 12+ years’ experience in government subcontracts and supply chain; 3-5 yrs. Supervisory or management experience required. • United States Government Secret clearance preferred and/or must be able to obtain USG Secret clearance. • Must possess strong government contracting skills along with knowledge of FAR and import/ export laws/ regulations. • Must possess effective leadership, teamwork, organizational and presentation skills. • Must be able to work with minimal supervision. • Must be proficient with MS Office and must be able to work in a multi-task, fast-paced environment. • Outstanding analytical and problem-solving abilities are required. • Excellent oral and written communication skills are required. • Flexibility and the ability to adapt and thrive in a fast-paced environment is required. • Must be comfortable with up to 30% international travel. • Strong collaboration, negotiation, and communication skills are required. • Strong change management skills are required. • Must be flexible, and able to work in a diverse global organization. • Must be willing to work for extended periods in remote and austere conditions as required.
