The Vice Chancellor/ChiefInformation Officer (CIO) will be responsible for collaborating with theconstituents of the six colleges, associated research entities, and campusadministration to plan, define, direct, and manage the information technologyand communication (ITS) systems and services at the University of TennesseeHealth Science Center (UTHSC) as well as facilitate faculty, staff, and studentaccess to ITS services. The CIO will also lead and coordinate UTHSC IToperations with University of Tennessee System IT initiatives. This positionreports to the Executive Vice Chancellor/Chief Operations Officer.
Provide critical ITleadership to realize the education, research, clinical care, and publicservice mission and aspirations.
Set the IT mission andvision while developing, implementing, and managing strategic and operationalIT plans, in partnership with and in support of UTHSC faculty, staff, students,and administration.
Establish and growrelationships in collaboration with and in support of the UTHSC Researchcommunity and their local, national, and international collaborators. Implement a Research IT infrastructure and computing environment that isaligned with the strategic plans for Research and the UTHSC. Provideoverall guidance and leadership around Intellectual Property associated withresearch.
Build a strong,distributed infrastructure for research computing. Develop a distributedresearch computing environment involving supercomputers and other computationalresources at the local and regional scale.
Reinforce and growcollaborative relationships with IT leadership at external entities thatpartner with the UTHSC, such as LeBonheur Children's Hospital, UniversityClinical Health, Regional One Health, the Memphis Coalition for AdvancedNetworking, St. Jude Children's Research Hospital, the University of Memphis,and others. Establish external relationships with potential informationtechnology and data management partners.
Provide leadership tothe Information Technology Services (ITS) Team to identify and integrate newmodern technologies and services that enable UTHSC to achieve its missions andinnovation strategies. Responsible for an overall technology masterplan, toinclude planning, deployment, lifecycle and obsolescence management.
Provide leadership forthe UTHSC Information Security Program towards achieving a mature securityposture and promoting security awareness among all UTHSC constituents.Formulate, oversee implementation, and administer policies and procedures thatensure security of information systems and compliance with UT policies, Stateand Federal laws and statutes.
Serve as ambassadorfor UTHSC while representing Information Technology Services (ITS) in faculty,administrative, and student governance and oversight committees and appropriatecampus-wide, system-wide, and state-wide IT committees.
Collaborate with otherUT campuses and UT System functional managers to ensure state-wide continuityand efficient integration of all systems, policies, and application developmentstrategies and adherence to a state-wide technology strategy.
Provide leadershipwithin ITS to develop, implement and enforce processes, practices, systems, andtools required to build and sustain a highly effective and responsive ITservice and support organization.
Implement effective,efficient, and non-duplicative IT services among the different colleges,divisions, and institutes while addressing each entities' primary needs.
Establish and overseean effective framework for UTHSC IT governance.
Ensure fiscalresponsibility and accountability for ITS and its divisions, prepare budgetaryrecommendations, adjust division budgets as necessary to achieve strategiccampus goals, and oversee expenditure of budgeted funds. Championinitiatives that require special funding as needed.
Oversee and empowerITS Directors to achieve effective operation of all IT networks and systems(both local and remote) and to implement effective methodologies and practicesfor obtaining customer feedback and resolving problems.
Provide guidance onthe day-to-day administration and supervision of professional ITS staff,including hiring, performance appraisals, promotions, training, transfers,terminations, and vacation schedules. Facilitate a culture within the ITSorganization that encourages knowledge of, respect for, and development ofskills to engage with those of other cultures or backgrounds.
Create a culturewithin ITS that encourages strategic thinking, collaboration, desire to learnnew technologies and skills, and continuous process improvement.
Empower ITS leaders tothink strategically and to manage operationally and cross-functionally withintheir teams.
Foster relationshipswith campus peers to establish ITS as a strategic partner and technologyexpert, positioned to assist with technology needs and to enable our campuspartners to meet their missions and strategic goals.
Perform other relatedduties incidental to the work described herein
