Position Summary: Responsible for up to $200 million in negotiations of strategic contracts. Establishes operational objectives and work plans, and delegates assignments to subordinate managers. Objectives are reviewed by senior management to determine success of operation. Responsible for managing, preparing, administering, and directing the control of the budget/organizational resources. Monitors division and department adherence to approved budget. Involved in developing, modifying and executing policies that have organization-wide effect. Erroneous decisions or failure to achieve goals results in additional costs and personnel, and serious delays in overall schedules. Analyzes category spend by using appropriate business metrics, modifying sourcing strategies to maintain flexibility in responding to new opportunities or changing UC medical center needs. Determine/forecast sourcing/projects pipeline, prioritize sourcing initiatives to pursue and track significant on-going cost savings and execute against a plan. Develop and maintain category specific knowledge including leading practices and trends.

Duty 1: Directs subordinate managers and professionals to develop and implement strategic sourcing strategies that meet the needs of the University, leverages spend and produces best-in-class supplier contracts. Develop, train, evaluate, and lead a highly specialized strategic sourcing team consisting of category experts at assigned locations and, as required, at other UC medical centers. Provide supervision and guidance to the strategic sourcing team in collaboration with the UC medical center senior procurement manager. Function:Management Percent: 35
Duty 2: Oversees analysis of spend, bidding, awards, supplier performance, customer satisfaction and other benchmark information for multiple units/groups. Utilize state of the art electronic system to perform spend analytics, conduct on-line bidding events and manage resultant awards to ensure user adoption and supplier performance through integrated management software. Function:Analysis Percent: 35
Duty 3: Develops and oversees sourcing policies and procedures or activities that impact the organization. Works with UC Health supply chain executive, systemwide Chief Procurement Officer and the location UC Medical Centers to identity and communicate hard and soft boundaries between the sourcing organizations to optimize spend efficiencies. Function:Policy Percent: 10
Duty 4: Oversees systemwide sourcing contracts, ensuring terms and conditions have favorable pricing, terms, et cetera. Lead the strategic sourcing team through all aspects of the RFI/RFQ/RFP development process, including market research, proposal/quote evaluation, negotiating, execution and implementation of contracts for assigned areas of spends. Applies negotiation skills to persuade, influence and explore positions and alternatives to reach outcomes that will gain acceptance and commitment of all parties and will also mean the organization's strategic procurement objectives. Duty 5: Ensures controls to assure sound financial management of team operations. Identify internal and external risk that may impact the work of UC Health Sourcing and the University. Develop and execute appropriate mitigation strategies to minimize risks becoming issues. Function:Financial Management Percent: 10
Job Requirements Bachelor's degree in related area and/or equivalent business experience/training.
Eight to ten years of high value and volume sourcing preferably in the health care industry.
Excellent ability to lead and advise cross-organization workgroups, at least four years as a direct manager of staff.
Excellent experience with cost modeling and related financial analyses. Proven ability to manage, prepare, administer, and direct the control of the budget/organizational resources.
Very strong customer service and interpersonal skills and the ability to coordinate work with others, both internally and externally, to accomplish tasks.
Solid and proven knowledge of sourcing policies, practices and state-of-the-art electronic sourcing systems.
Excellent organization skills, including meeting facilitation and decision making.
Excellent oral and written communication skills, listening, critical thinking and analytical skills.
Excellent ability to lead and advise cross-organization work groups, at least four years as a direct manager of staff.
