The Washington Suburban Sanitary Commission (WSSC) seeks an experienced Chief Procurement Officer (CPO) to oversee WSSC’s procurement function as the Commission’s primary contracting officer; developing and leading the enterprise-wide supply chain management initiative.
Working with the senior leadership and other internal customers, the CPO leads the implementation of strategic supply chain initiatives that provide value, increase efficiency and effectiveness to manage the total cost of operations. The CPO works with internal and external stakeholders to develop, maintain, revise and communicate supply chain strategy and tactics, overall policies, guiding principles, plans, practices, tools and performance measures and targets that ensure achievement of WSSC customer service, procurement value and cost management objectives in alignment with the WSSC vision, mission and strategic plan.
Ensures that all acquisition actions align with WSSC procurement policy and maintain compliance with all state and other mandates for procurement activities
Develops WSSC’s procurement policies and procedures for the approval of the General Manager/CEO
Works as an integrated partner with the OSDI Director to effect and execute SLMBE goals and objectives and ensures that solicitations/strategies include the use of subcontracting, set-aside, and other socio-economic Small Local Minority Business (SLMBE) policies
Develops policies, instructions and guidelines which establish internal procedures concerning the execution and administration of WSSC contracts, and provides guidance to subordinate contract administration team members concerning such policies and guidelines
Approves or disapproves all procurement contracts according to current WSSC policy and procedures via the Delegation of Authority to ensure that all services, supplies, materials and equipment are obtained at a cost consistent with those standards of quality, performance, service and availability which will best meet the needs of WSSC and which will promote a fair and competitive procurement practice
Establishes, monitors and reports on service level goals, key performance indicators, and customer satisfaction criteria for procurement operations, procurement services and strategic sourcing
Ensures efficient, effective and timely execution of contracting workload
In accordance with WSSC’s Procurement Regulations, adjudicates and issues written Final Decisions and Orders for bid protests and contractor claims.
Develops and champions the Procurement Office vision, mission, and guiding principles to achieve targeted outcomes for customer service, process efficiencies/effectiveness and management of Total Cost of Operations
Builds and maintains a strong Procurement office team and ensures that the Procurement Office engages in strong two-way communications with internal and external stakeholders with the goal of providing effective, smooth daily operations, outstanding customer service and value
Develops and leads implementation of WSSC strategic Supply Chain Management plans, including those recommendations as adopted by the General Manager/CEO and Commissioners and for process automation, procurement policy standardization, and competitive public bids
Manages collaborative relationships with internal and external stakeholders, including leading the Supply Chain Management Steering Committee as well as implementing strategic supply chain management projects to be completed on time and within budget
Represents WSSC at all levels (government agencies, professional groups, trade associations, etc.) to facilitate information sharing, develop cooperative procurement leverage, resolve issues and negotiate plans; explains WSSC policies and procedures; and implements and evaluates operations
Supervises employees including selecting or recommending selection, training assigning and evaluating work, counseling, disciplining, and/or termination or recommending termination
Bachelor’s degree in Procurement, Business Administration, Engineering or other related discipline
15+ years of progressively responsible experience in and leading public or private sector procurement organization(s) exceeding or comparable to the size and complexity of WSSC and obligated to follow similar contracting laws, principles, regulations, and contracting strategies
Expert knowledge of public sector procurement applicable to the full range of pre-award and post-award contract activities
Proven experience in personnel management, including leadership and motivational skills, training and contract administration.
Master’s or other advanced degree
Knowledge and experience with alternative procurement methods for construction including Design-Build; Progressive Design-Build; and Public Private Partnerships.
