In collaboration with the Vice President BSWH Laboratories and in coordination with all BSWH laboratories and hospital management, the Director of Laboratory Strategic Planning, Programming and Budgeting will assess the current and future clinical needs of BSWH labs and lead improvements in laboratory testing, laboratory services and operational processes critical to BSWHs performance. Specifically, this role will lead laboratory services, programs, and all operational and capital contracts to achieve top decile in health outcomes, costs, and provider and patient satisfaction. Methods used will further clinical laboratory practice including laboratory professional staff development & leadership development.
The Director of Laboratory Strategic Planning, Programming and Budgeting job duties also include, but are not limited to:
Facilitates innovation and standardization in laboratory instrumentation and equipment so that policies and practices improve safety, efficiency and outcomes resulting in high reliability and high quality along with a lower cost structure.
Works in direct partnership with BSWH laboratory business and CLIA Directors, supply chain personnel and corporate and hospital financial officers toward implementing methods and executing contracts that improve laboratory operations while driving greater financial efficiency of clinical laboratory operations including hospital based labs, outpatient labs, central labs and outreach business.
Partners with the BSWH Chief Strategy Officer and other business development personnel in the development and evaluation of business plans for new laboratory programs intended to expand or enhance laboratory services within BSWH.
Develops, maintains and updates BSWH Laboratory Operational and Capital Investment 5-Year Plan. Works closely with Supply Chain contracting and other entities to ensure the most financially, legally sound and robust contracts.
Keeps all CFOs updated on current and future fiscal year operational and capital investment laboratory programs.
Monitors, updates, and supports revision/renewal of all laboratory professional services contracts, including anatomic pathology contracts, to ensure consistency, alignment, quality assurance and financial benefit to BSWH.
Develops plans, programs and future direction around professional services to ensure maximum benefit to patient care and financial feasibility to BSWH.
Works closely with Corporate Laboratory Information Systems (LIS) and BSWH Information Technology (IT) on all major information systems projects. Works with and supports LIS in development of IT related projects at a high level as well as detailed project plans for LIS initiatives. Coordinates workbook development and supports monitoring of progress for all major LIS/IT programs. Supports staffing of LIS/IT plans and programs at appropriate approval and funding levels.
Leads all major instrument acquisition programs during each fiscal year, ensures appropriate laboratory technical and professional representation to perform scientific and technical evaluations.
Serves in direct corporate oversight role of sub-council(s) engaged in the acquisition program and ensures updates and appropriate approvals by CLIA Directors at the Pathology and Laboratory Medicine Council. Maintains linkage and coordination with Supply Chain and other corporate entities supporting acquisition programs.
The ideal candidate for the Director of Laboratory Strategic Planning, Programming and Budgeting role will be able to establish a culture of collaboration and integration that maximizes lab practices. The ideal candidate for this role will also have in depth skills and competency in use of Microsoft programs such as Visio, PowerPoint, Excel, Word and data mining skills.
