Summary Sr. Director, Strategic Sourcing and Procurement M.3
The Senior Director of Strategic Sourcing and Procurement (Director) will be responsible for defining and leading the sourcing and procurement strategy across NRECA. The Director will develop and maintain a deep knowledge base and understanding of vendor spend across NRECA's multiple business lines to inform sourcing and purchasing decisions. This is both a strategy and execution role that will require cross-functional collaboration involving department heads. Responsibilities include executing NRECA's Strategic Sourcing & Procurement vision and mission. The Director will provide thought leadership including working with department heads in developing their department's strategic and operational SS&P plans to ensure they can meet the needs of the membership.
Essential Duties and Responsibilities:
Strategic Sourcing - Leads the development of a company-wide procurement strategy for critical products and services that yields measurable year-over-year improvement in cost and quality to support ongoing business and new strategic priorities. Defines strategic sourcing process methodology to support procurement strategy goals, ensuring appropriate engagement of SS&P staff, and NRECA stakeholders. Develops comprehensive implementation and communication plans with stakeholders and end users. Ensures involvement of all business units and individuals impacted. Quantifies and documents strategic sourcing results.
Category Planning - Partners with business unit leaders in developing sourcing strategies that initiate value opportunities. Develops category goals in alignment with procurement strategy and executes category sourcing strategies designed to improve cost, quality, and service performance. Understands quality, delivery and service specifications.
Contract Management - Collaborates with NRECA's Office of General Counsel (OGC) to continue to enhance standard contract templates and standard purchase order terms and conditions. Leads rigorous and objective contract negotiations with vendor, key internal stakeholders, and OGC. Develops contracts reflecting results of sourcing initiatives that adequately manage business and supplier risks with appropriate legal terms and conditions. Obtains appropriate authorizations and approvals. Develops, implements and maintains a system to track contracts and monitor compliance. Ensures timely coordination with internal stakeholders to manage contract actions, e.g. expiry, renewals, etc. and affect necessary contract actions. Regarding contract enforcement, serves as the liaison between NRECA and the vendor and assists with resolving contract disputes.
Supplier Management - Conducts ongoing business reviews to ensure suppliers are performing to contracted obligations and service levels and meeting stakeholder expectations. Partners with the business units to establish supplier scorecards to measure performance against contractual obligations, as applicable.
Leadership - Leads, inspires and coaches the Strategic Sourcing and Procurement Team. Responsible for hiring and developing staff that exhibit the following strategic procurement competencies: functional expertise, results oriented, innovative, influencer, adaptable and able to drive compliance. Leads the team by providing strategic direction and guidance on all sourcing and procurement activities and ensures team has tools and support needed to be successful. Creates a constructive and engaging work environment.
Procurement Operations & Systems - Oversees the day-to-day procurement operations. Develops and implements industry leading practices, operating standards, controls, policies, procedures and performance metrics to effectively and efficiently manage procurement activities across NRECA. Fully implements applicable Oracle procurement functionality enabling Procure-to-Pay processes and works with Finance Operations to ensure an integrated and automated "P2P" solution. Responsible for critically evaluating existing operations and practices and eliminating non-value add policies and procedures. Monitors industry leading practices and technology trends and act to ensure NRECA's Strategic Sourcing and Procurement function effectively leveraging technology and automation. Drives continual process improvement.
Stakeholder management - Develops and maintains key internal relationships as well as good relationships with strategic vendors. Engages and influences senior leadership in relation to the benefits of the Strategic Sourcing and Procurement function. Responsible for building strong working relationship with OGC personnel.
National Discounts Program - Leads and directs NRECA's National Discounts Program. Identifies opportunities for NRECA, its members and consumer members to save money and improve quality by leveraging NRECA's purchasing power and, in the case of the National Discount Program, the purchasing power of the electric cooperative network by utilizing the competitive bid process. Conducts market research to determine what products to offer, the potential volume and other needed data to develop the most favorable prices, terms and conditions.

Requirements and Qualifications
Formal Education Required:
Bachelor's degree in Business, Finance, Accounting, or Supply Chain Management. MBA or advanced degree preferred.
10 years of progressive experience in strategic and operational procurement functions, including sourcing and vendor management - Oracle experience preferred
Knowledge, Skills and Abilities Required:
Knowledge of commercial procurement methodologies, commercial contract law and familiarity with the UCC as demonstrated by prior work experience.
Knowledge of e-procurement processes and systems as well as familiarity with leading procurement technology tools and solutions.
Knowledge of sourcing and procurement principles and best practices and their implementation as demonstrated by prior working experience.
Ability to manage innovation and change process within an organization as demonstrated by prior work experience.
Ability to organize and manage time, multi-task, operate under pressure and prioritize projects (or work) using effective organization skills as demonstrated by prior work experience.
