Chemonics seeks a Quality Management Specialist to support the USAID Global Health Supply Chain-Procurement Supply Management (GHSC-PSM) project. The Quality Management Unit Specialist works to analyze standard operating procedures (SOP) and is responsible for overseeing the management of information within GHSC-PSM’s Quality Management System (QMS), conducting internal process-based analysis assignments, training new staff on QMS components, and leading documentation control efforts throughout the project. In this capacity the SOP Analyst will address needs related to the establishment and maintenance of QMU support systems as well as internal operational issues. The USAID GHSC-PSM project improves the availablity of health commodities and provides supply chain technical assistance. The project has three primary objectives: 1) global commodity procurement and logistics, 2) systems strengthening technical assistance, and 3) global collaboration.
Work with Process Leaders on the GHSC-PSM project as needed to design process maps, Standard Operating Procedures (SOPs), work instructions, and guidance on GHSC-PSM business processes, ensuring that QMS resources are aligned to GHSC-PSM objectives
Support the development of process indicators, performance scorecards, and other reporting mechanisms to ensure that the efficiency, effectiveness, and quality of GHSC-PSM processes are regularly measured and improved
Support internal audits/ process analysis for GHSC-PSM processes, documenting non-conformances and opportunities for improvement, providing recommendations, and tracking corrective actions to completion
Team up with GHSC-PSM process stakeholders to synthesize findings, prioritize activities, and execute key projects to meet the short and long term strategies on GHSC-PSM
Maintain the QMS SharePoint document library for SOPs, work instructions, and guidance documents related to GHSC-PSM
Document, track, and report process breakdowns to the QMU Manager and QMU Director
Liaise as a subject matter expert on process improvement initiatives across a wide range of internal and external
Lead GHSC-PSM improvement and quality control efforts such as Lean Six Sigma programs and business process reengineering initiatives, applying process improvement methods by reviewing the business case for an improvement recommendation, assigning them to designated Process Leaders for action, summarizing findings, and updating tracking forms to ensure that supply chain improvements are sustainable and continuously integrating best practices and lessons learned
Monitor the implementation of process improvement changes, and implements data quality assurance to ensure that reported results are in keeping with desired results
Ensure inquiries are promptly addressed to continue a positive relationship between GHSC-PSM stakeholders and the GHSCO QMU
Perform other duties and responsibilities as required
Bachelor’s degree in Business Administration, Operations Research, Management Systems, Industrial and Systems Engineering or other related field required
Minimum of 3 years of previous work experience required; certifications or prior experience in quality management or process improvement preferred
Previous training or work experience with supply chain management or project management in a supply chain management context preferred
Demonstrated ability to lean in to challenging projects with patience, a positive attitude, and a desire to learn
Demonstrated ability to apply new concepts quickly and effectively to achieve results
Solid business acumen with an entrepreneurial, creative bend towards business systems and operational approaches; related experience conducting internal process-based analysis assignments preferred
Knowledge of MS Visio and SharePoint a must
Ability to communicate clearly and concisely both orally and in writing, and lead presentations, focus groups, and effective meetings
Demonstrated orientation for client service; knowledge of main client USAID preferred
Ability to work both independently and as part of a team
Ability to manage competing priorities and provide leadership on multiple projects simultaneously
Demonstrated integrity, independent thinking, judgment, and respect for others
Experience living or working in developing countries preferred
Demonstrated leadership, versatility, and integrity
Proficiency in spoken and written English required
