DUTIES: The Senior Contract Officer will provide comprehensive review of legal and financial aspects of agreements on behalf of SUNY-DMC, including review of legal sufficiency and economic transactions for the acquisition of goods and services throughout the institution, including but not limited to its affiliated organizations and corporations. Review preferred sources, OSC, piggyback agency existing agreements and GPO contracts to determine procurement course of action. In addition, conduct RFP/IFB to procure goods and services for SUNY DMC. This position will be responsible for procuring goods and services in the following categories, capital, IT, med-surg, FM&D, service and consulting agreements. PRINCIPAL DUTIES & RESPONSIBILITIES: Ensure that a statement of need or scope of work has been received and funding has been approved. Develop bid specifications, evaluation tools to rank proposals and forward to internal stakeholder for final review and approval. Set MWBE goals and pre-bid conference if applicable to the procurement. Support the MWBE coordinator with outreach efforts to help meet the goals set. If needed set-up a pre-bid conference inviting primes and MWBE's firms to help foster relationships. Create advertisement for procurements $50,000.00 and above for 15 business days in the Contract Reporter. Identify permissible contacts; assign MWBE goals, print and close out advertisement. When bids are received, tabulate and forward to the evaluation committee. Internal stakeholder completes evaluation based on technical criteria and all documents are returned to the contract officer. Contract officer adds pricing component and evaluation committee makes a written recommendation to award. Facilitate procurement bid process with the internal stakeholders to ensure that the NY State rules are being followed. Ensure, MWBE utilization plans, evaluations and any other pertinent documents are received before making an award. Conduct pre-award negotiations, assigned contract number, draft contract forward to internal stakeholder for review and forward three copies to awardee to sign and return. Include vendor responsibility questionnaire and ST220. Once bid process is completed, mail out letters of award and non-award to the vendors. Prepare vendor responsibility profile and encumber funds generating AC340. After vendor signs contract, the COO and CFO must also approve the contract. If applicable, package all pertinent documents for AG and OSC approval. Once AG and OSC approve and return contracts forward a final signed contract the vendor. Provide legal review of transactions proposed by entities throughout SUNY-DMC for compliance with applicable laws, rules, regulations and policies of respective funding source(s), including but not limited to state, federal, private and grant funds. All other duties as assigned by the Executive Director. (DUTIES AND RESPONSIBILITIES ARE NOT LIMITED TO THE ABOVE POSITION DESCRIPTION) QUALIFICATIONS: REQUIRED: BA/BS from an accredited college/university. 3-5 plus years of experience in strategic sourcing position working in a healthcare environment developing, negotiating and administering high-dollar, multi-year, complex contracts and subcontracts. Ability to work in a team environment and communicate effectively with all levels of the organization. Strong leadership, project management and interpersonal skills, with writing ability and analytic capability are required. Proficient with MS Office suite and a variety of electronic data base systems is necessary. 10 years of work experience may be considered in lieu of education requirements. Demonstrates initiative and responsibility for individual performance to get the job done under direct supervision. Performs assigned tasks with reliability, honesty, and discretion. Follows through on commitments and meets assigned deadlines. Use of independent judgment in completing tasks and manages occasional priority changes. Anticipates, monitors and meets the needs of customers and responds to them in an appropriate manner.
