The Policy Analyst will work with state and local child welfare jurisdictions across the country to successfully build their capacity to identify and implement evidence-based improvement strategies designed to improve safety, permanency, and well-being outcomes for vulnerable children and families. The successful candidate will work with public and private child welfare leaders integrating the best available knowledge, scientific research and policy expertise into the design and implementation of policies, strategies and programs that achieve the agency’s strategic direction and create positive change and improving child and family outcomes.
The Policy Analyst will work with a collaborative and integrated research and policy team to bring a unique blend of scientific research, real world experience, and policy expertise to partnering jurisdictions. The team’s work is designed to strengthen public and private agency capacity by leveraging critical opportunities like the Family First Prevention Services Act to re-conceptualize existing practice, operationalize and evaluate outcomes, harness research to support clinical skills and competencies, as well as restructure processes to be attuned to the full integration of safety, permanency, and well-being outcomes. The Policy Analyst will cultivate relationships, critically examine and apply research evidence, and provide concrete, strategic, and nuanced at-the-elbow policy analysis and implementation support to policymakers and practitioners as they build capacity to effectively manage toward their own goals.
The successful applicant will assume responsibility for the completion of discrete tasks and deliverables from start to finish, in partnership with internal and external stakeholders, engaging the expertise of senior staff as needed.
The primary responsibilities of the position are as follows:
Conducts policy, fiscal and evidence review and analysis to develop innovative approaches to system reform efforts.
Leverages the existing knowledge to its fullest and identifies opportunities to build evidence within jurisdictional contexts.
Identifies targeted opportunities, and supports and leads strategies and analytical support for the effective implementation of data informed best practices.
Identifies opportunities to situate child welfare strategies in the larger human and social services context in support of leveraging shared values and achieving collective impact.
Together with colleagues, applies a synthesis of research findings and implementation experiences to the development and execution of plans for effective, tailored implementation of plans and strategies.
Collaborates with colleagues to articulate and validate essential elements of effective engagement toward systems change and integration.
Provides organizational development coaching and at-the-elbow support to mid-level child welfare leaders.
Participates in strategic planning and analytical support for the effective implementation of plans and strategies.
Assists in the translation of data and research findings into practical decisions, continuous quality improvement, and, ultimately, policy change.
Manages the implementation of components of policy projects, including coordinating project activities and communicating with project team members and external stakeholders.
Lead the development and timely submission of project deliverables.
Manages and contributes to teams working to effectively write and present relevant findings and reports, issue briefs, materials, memoranda, and other communications related to team efforts.
Identifies opportunities and initiates ideas for communications to external stakeholders.
Writes sections of project reports.
Actively participates and leads meetings with external stakeholder.
Represents Chapin Hall, engaging stakeholders in project-related discussions, accurately assessing each situation to determine the approach and discussion topics appropriate for one’s role.
Establishes relationships with appropriate individuals at external organizations.
Performs additional duties as assigned.
Master’s degree in public policy, social work, developmental or clinical psychology or other relevant field required.
Experience and Other Qualifications
A minimum of five years of experience relevant to the implementation of child welfare processes, practices, and policymaking that improves outcomes for children, youth, and families required.
Exceptional written and oral communication skills required.
Ability to understand and translate research findings, in collaboration with colleagues, and translate them by embedding implications into action steps required.
Demonstrated capacity for working in a collaborative policy environment required.
Ability to work independently with a high degree of initiative required.
Excellent problem-solving skills required.
Ability to manage and prioritize the work on multiple projects required.
