The Strategic Sourcing Manager is responsible for the identification and preliminary analysis of system-wide opportunities to establish contractual relationships with suppliers of products, equipment, and services on behalf of Inova Health Care. The Strategic Sourcing Manager will provide a list of these opportunities to the Director for review and approval by the appropriate stakeholders, and will assure compliance with contract policy, contract law, Inova Health Care compliance policy and State and Federal compliance codes. The Strategic Sourcing Manager is responsible for pursuing these opportunities through the use of negotiations, Requests for Proposals (RFP) or a competitive bidding process. Responsible for negotiation of new contracts from beginning to execution, renewal of existing contracts, and RFPs from release to contract award. Represents the organization in negotiating effective and market competitive contracts, ensures that renewal contracts are consistent with goals of the organization and affected end users, and ensures that integrity and fairness are maintained during the RFP process. Cost Analysis: Works closely with Contract Analyst to ensure compliance with GPO and system-wide negotiated contracts and ensure price integrity. Collaborates with Contract Analyst to maximize use of informatics for ERP contract price compliance; supply cost and utilization analyses; savings actualization; benchmarking resources; and mining for cost reduction opportunities. Serves as coach, mentor and collaborator with Contract Analyst within assigned service line. Supplier Management: Responsible for management of strategic supplier relationships within assigned clinical or non-clinical service line to maximize service, quality and overall cost, including scheduling regular business reviews with top spend suppliers and maintaining supplier scorecards to measure performance across all areas of cost, service, quality, and policy compliance. Responsible for ensuring that all supplier representatives comply with Inova supplier representation policies. Value Analysis: Responsible for leadership and management of Value Analysis program within assigned clinical or non-clinical service line. This includes developing relationships with department stakeholders and collaborating on assuring maximum value opportunities for supplies, purchased services and capital acquisition through sourcing, contract negotiation, supply conversion opportunities and identified supply utilization and standardization efficiencies. Together with the Director of Strategic Sourcing and service line stakeholders, assist in establishing cost reduction goals for assigned service line and work with Contract Analyst to actualize and measure compliance. Serves as primary liaison with GPO to ensure maximization of GPO opportunities and services within assigned service line.
