The Supply Chain Solutions team is responsible for the effective development, implementation, maintenance, monitoring and support of campus vendoring and purchasing systems and processes. The objective of this mid-level Business Systems Analyst is to provide day-to¬ day operational support in Supplier Onboarding and Procure-To-Pay processes and technologies and to support our user population with problem resolution. This position must possess strong analytical skills to diagnose system problems, troubleshoot root causes and distinguish user errors from file or system errors. In support of these systems, the position is responsible for maintenance, testing and problem resolution, along with understanding user requirements, designing requirement solutions, developing system enhancements, and providing functional and technical assistance to campus customers. This position will work closely with other analysts in Supply Chain’s Operations & Technology team and the Controller's Office.
The position serves as a program administrator in Supply Chain Management (SCM) at UC Berkeley and participates in cross-functional or cross-campus teams to solve complex business and systems issues under tight deadlines related to E-Procurement and Supplier Relationship Management. This analyst will be involved in new SCM programs at all life cycle stages from planning design, implementation, maintenance, and upgrades.
This position will provide high levels of customer satisfaction in solution management, documentation of policy and processes, supervision and training for clerks and other authorized users, maintaining service levels and resolving tier two support issues and have primary responsibility for managing Supplier Relationship data at UC Berkeley.
This position must have a solid understanding of Integrated Enterprise Resource Planning Systems (IERPS) and working knowledge of how Supplier Management, Source to Settle, and Supply Chain functions inter-relate in a complex environment. This position requires experience in E-Procurement solutions and ERPs with respect to understanding system functionality from an end-user perspective. This analyst must be proficient in database management and have the ability to analyze trends and make recommendations to senior business systems analysts and management. This position serves as a 'go to' person for tier two support of the Supplier Onboarding and E-Procurement processes.
EProcurement •Provides ongoing technical support to optimize the use of BearBuy on campus and maximize efficiencies and savings. •Knowledge of technologies involved (i.e. databases, operating systems, reporting tools, and hardware) to enable quick and accurate resolutions of Tier 2 Supply Chain Management BearBuy inquiries and issues. •Knowledge of procurement workflow, financial system settlements, account payable processes. •Investigates new system releases or business process issues and is able to gather the necessary information to document business/technical solution requirements; validates requirements against needs. •Works with continuous process improvement mindset to regularly evaluate the procurement and BearBuy systems and identify opportunities to improve efficiency. •Initiates, facilitates, implements and documents internal work process changes. •Communicates complex system issues to non-technical staff, and participates in individual and group discussions and focus groups. Reports on procedures and decisions to interested constituencies.
Supplier Management Solutions •Investigates business process issues and is able to gather the necessary information to document business/technical solution requirements; validates requirements against needs. •Manages the supplier On-boarding process and services levels, including supervision of student clerks and supporting staff tasked with data entry. May provide direct support of supplier onboarding necessary to maintain service level standards. •Provides ongoing technical support to optimize Supplier Onboarding solution •Develops and leads training programs for Bear Buy Supplier Management. •Coordinates communication and services with end users, Supply Chain Management Operations team, appropriate SCM Directors, and other involved professionals as per client needs. •Gathers requirements and plans operational and business processes as new programs are established. •Supports departmental or cross-functional teams focused on the delivery of new or existing products. •Drafts functional designs and content for user training for moderately complex business processes and system usage related to supplier management
Other Duties •Provides user support and training on new applications or new functionality. •Guides and mentors less-experienced team members •May complete project specific assignments that support the overall mission of Supply Chain Management•Requires thorough knowledge of functional business analysis, Procurement (Jaggaer or equivalent) and ERP (PeopleSoft or equivalent) platforms and Supplier Onboarding solutions (PeopleSoft, Payment Works, or equivalent). •Requires thorough knowledge of program and project management concepts. •Successful experience working in an organization comparable to UCB (in terms of size, complexity, and scope of operations). •Successful experience working on multiple projects of various sizes. •Must have knowledge of project management practices, principles, techniques and tools, and functional experience in a full life-cycle project setting. •Must have a degree of proficiency with planning for and implementing change management •Knowledge of higher-education central and department processes and procedures. •Requires skills associated with analysis of processes, information flow and system architecture. •Must have highly developed oral, written and presentation skills. •Requires interpersonal and communications skills in order to work with both technical and non-technical personnel at various levels in the organization. •Must be able to effectively work independently on multiple projects and as a member of a team with minimal supervision. •Ability to make appropriate and well-reasoned written and oral recommendations and decisions in support of system users and stakeholders. •Requires some direct working experience as a program/project manager or team lead •Requires direct working experience in a customer support role •Bachelor's Degree in Business or Accounting, or Computer Science, or equivalent education or experience
