Ashland has an exciting opportunity for a Product Regulatory Compliance Manager to join our Composites business at our Columbus, Ohio location. This is a very visible, significant role within the Company and the Regulatory function. This position will report to the Vice President of Composites.
The product regulatory and trade compliance function applies scientific knowledge and regulatory expertise to develop responsible and sustainable strategies for opening doors to new market opportunities while complying with applicable legislation, mitigating risk to human health, and by advocating to create a competitive advantage for our businesses. We provide practical interpretations for implementation and comprehensive regulatory compliance solutions for our customers to complex problems in today’s evolving regulatory landscape —we are, always solving™.
This position is responsible for leading the chemical management and product regulatory compliance programs supporting commercial activities and their related operations for Ashland’s Composites business. The position requires collaboration with regional product regulatory and trade compliance staff, business partners and internal stakeholders from various functional groups. In addition to providing governance and interpretation for regulatory requirements internally, the position represents Ashland externally to customers, regulatory authorities, and trade organizations.
The responsibilities of the position include, but are not limited to, the following:
Advocacy and Regulatory Strategy
Navigate the people and processes of our commercial, manufacturing and supply chain organizations as well as the external landscape of regulatory agencies and industry groups to advocate on behalf of Ashland
Represent Ashland’s Composites business on selected trade, industry, government, and/or technical organizations, such as the American Chemistry Council (ACC), Society of Chemical Manufacturers and Affiliates (SOCMA), European Chemical Industry Council (CEFIC), American Composites Manufacturing Associations (ACMA), Styrene Information & Research Center (SIRC)etc., to influence proposed legislation and develop industry positions enabling Ashland’s Composites business
Monitor for changes in regulatory strategy at relevant agencies/authorities to identify potential impact to Ashland’s Composites business segment from emerging regulatory issues
Interpret legislation and devise solutions to comply, mitigate unacceptable risk and create a competitive advantage for Ashland’s businesses
Define regulatory standards and assess impact to Ashland’s commercial activities and operations
Provide guidance to internal stakeholders on product regulatory and trade compliance regulations
Enable Innovation and Sales
Represent product regulatory and trade compliance to business leadership of Ashland’s Composites business segment to develop regulatory goals and objectives in alignment with business strategy
Actively participate with Research & Development (R&D) as a regulatory expert in Ashland’s INNOVA process for developing, piloting and scaling-up new products
Conduct regulatory reviews on formulations and compliance analysis for destination countries as a part of Ashland’s New Product Introduction (NPI) process for commercializing new products
Enable timely delivery of samples, optimize product design to achieve built-in duty savings and perform up front business case analysis, including vetting partners and analyzing duty costs
Prepare and submit product regulatory and trade compliance registrations to relevant agencies/authorities/organizations as required to support sales and marketing in targeted geography and end-use application
Engage directly with customers to support their regulatory activities relevant to qualifying and / or registering Ashland supplied ingredients
Develop standard product regulatory and trade compliance statements to provide efficient indirect support to customers on frequently requested regulatory topics
Respond to customer inquiries on product regulatory compliance topics
Deliver Compliance and Savings Across Supply Chain
Enable efficient compliance checks for chemical management and control within sales order / purchase order processing
Support compliant delivery processing and shipping of products domestically and across international borders, including compliance with requirements of destination country
Obtain necessary registrations, licenses and notifications to ensure product compliance with regulatory authorities, including gathering of information to support the build of dossiers (volume, substance identity, letters of access, uses, etc.)
Protect Ashland from conducting business with sanctioned parties or parties with potential to divert controlled chemicals
Create a competitive advantage with landed cost analysis and deliver duty savings through strategic lanes, preferential trade agreements, and free trade zones
Apply rules and knowledge in masking chemical identify in compliance with trade secret requirements, where feasible (US, CA, EU)
Interact with suppliers, validating compliance for purchased materials
Governance and Continual Improvement
Lead with the courage and confidence to guide the company towards innovative solutions that leverage a risk-based approach yet deliver ethical decisions and products that are safe, suitable and compliant for their end-use markets
Recommend, develop and implement standards, management programs and processes, including practices to support regulatory and trade compliance and risk management activities with a goal towards protecting the company
Monitor program effectiveness and continually improve performance
Monitor regulatory activity and assess business impact to identify non-compliance issues or risks
Engage and collaborate with internal and external legal counsel on matters of non-compliance and liability
In order to be qualified for this role, you must possess the following:
Thorough knowledge of chemical management, hazard communication and dangerous goods regulations, enforcement and industry practices for compliance relevant to the chemical industry
7-10 years of product regulatory compliance relevant experience working with regulatory authorities and other governmental agencies engaged in management of chemicals as they are manufactured, stored and shipped to customers across the supply chain, such as the US Environmental Protection Agency (EPA), US Occupational Health & Safety Administration (OSHA), US Department of Transportation (DOT) etc.
Experience participating in trade organizations such as the American Chemistry Council (ACC), Society of Chemical Manufacturers and Affiliates (SOCMA), European Chemical Industry Council (CEFIC), American Composites Manufacturing Associations (ACMA), Styrene Information & Research Center (SIRC) or other relevant organizations
Bachelor or Master’s Degree, in chemistry, toxicology, biology or other science discipline
Professional regulatory certification preferred (Certified Hazardous Materials Manager, Dangerous Goods Safety Advisor, Registered Professional SDS and Label Author, etc.)
Experience with SAP EHSM applications supporting product safety, dangerous goods, chemical management and product compliance (SVT, SERC, GLM, WWI, Notification checks, etc.) preferred
