Rutgers, The State University of New Jersey, is seeking a Manager for University Procurement. This position reports to Head of Strategic Procurement, and acts as a key member of the University Procurement Services organization. The Manager is responsible for the development and roll-out of the Supplier Relationship framework, establishing strategic partnerships with Key/Strategic suppliers, working with these suppliers to deliver new opportunities for improved business results, leveraging performance results to drive improved outcomes, improving our internal processes to drive value for our ongoing relationships, and partnering with Rutgers stakeholders to facilitate streamlined engagement and drive innovation in collaboration with our strategic partners.
Among the key duties of this position are the following:
Demonstrates a deep understanding of the procurement function and serves as a direct resource and subject matter expert in the areas of strategic sourcing, supplier relationship management and strategic negotiations and contracting.
Manages key suppliers (segmented by spend, complexity and strategic importance) provide sufficient service quality and innovation to Rutgers.
Provides long-term initiatives and manages, plans for, and drives full value potential for the university and suppliers.
Undertakes research and analysis of key strategic suppliers and the external market place, ensuring that information e.g. supplier strategy and risk insight, is shared between University Procurement and wider business entities.
Executes models to evaluate supplier capabilities with respect to expertise, industry, capacity, quality, operating model, financial stability, strategic positioning in the market, etc. Reports on any discrepancies and develop recommendations for resolution.
Leads and collaborates with necessary parties to maximize saving opportunities, Minimizing TCO (Total Cost of Ownership), improving process efficiencies and reduction of contract value leakage.
Maintains knowledge of other initiatives / projects across university that may interact with / affect Procurement performance and operations and collaborate with the stakeholders as needed.
Minimum Education and Experience:
Bachelors in Business, Finance, Supply Chain or related field required.
A minimum of 5 years of Strategic sourcing and/or Supplier Relationship Management experience with strong knowledge of related sourcing processes, tools/systems, policies and best practices.
Required Knowledge, Skills, and Abilities:
Advanced knowledge of Source to Pay and/or Procure to Pay technologies/platforms and procurement processes.
Strong analytical background and financial modeling experience
Knowledge of and exhibited application of advanced procurement concepts, practices and procedures with the proven ability to establish Supplier Relationship Management capabilities to drive compliance and performance.
Experience in developing program and project plans to meet expectations and drive outcomes
Ability to lead teams in a matrix organization, across geographic and functional reporting lines
Demonstrated track record of identifying root causes to issues and proactively problem solving
Change management experience with large and complex organizational transformations
Demonstrated success in partnering cross-functionally
Ability to own and strengthen relationships with key customers
Compelling and persuasive communicator (oral and written) with excellent interpersonal skills
Experience with process improvement and optimization tools and techniques
Ability to analyze, summarize, and present insights based on the needs of the audience
Ability to develop business cases and champion opportunities with quantifiable financial benefits
Demonstrated negotiation skills of the highest quality and effectiveness
Demonstration of solid leadership capabilities, with particular strengths in collaboration, written and verbal communications, and cross-functional teamwork; ability to inspire and motivate towards a common goal

10 years of Strategic sourcing and/or Supplier Relationship Management experience preferred.
MBA and/or advanced Supply Chain and/or scientific degree and Professional Procurement certification preferred.
Certification in Supply Management (CPM / CPSM);
Experience with purchasing and account payable systems, preferably Oracle and MarketPlace a plus.
Oracle, Jaggaer, MarketPlace programs.
Salary: $63,936 - $75,000
