Bachelor's Degree (Foreign equivalent or higher degree). Five years of full time accounting, financial management and/or budgeting experience. Management experience. Experience creating, analyzing, running and troubleshooting financial reports in Microsoft Excel or equivalent program. Experience advising Senior Management on the feasibility of programs and budgets. Experience developing financial processes. Experience working with financial systems (such as Oracle, Banner, financial reporting, etc.)
Preferred Qualifications :

Brief Description of Duties:
Incumbent is a key member of the IT Senior Leadership Team, which is charged with strategic and resource planning. This position has a broad, campus-wide scope affecting all aspects of the University's teaching, research, patient care, and service mission. The Senior Director of Financial Operations oversees the fiscal operations and financial planning for the DoIT (Division of Information Technology) and will be responsible for formulating fiscal policy, developing, reviewing, and overseeing multiple budgets and commitments within these areas. The Senior Director of Financial Operations ensures that all financial and accounting transactions are in compliance with all applicable policies and procedures, and will notify the appropriate personnel of policy and procedure updates and changes as necessary.
The selected applicant must possess strong financial aptitude, which includes well-developed skills in financial analysis, outstanding personnel managerial abilities, excellent oral and written communication skills, and a demonstrated capacity for creativity, strategic thinking, and innovation. Incumbent must have a demonstrated ability to function as a member of a team, both within the IT area as well as across the University. This position will report to the Senior Vice President for Information Technology and Enterprise CIO and have dotted line relationships to the University's financial planning organization.
Manage an all funds multi-million dollar budget. Provide leadership and strategic oversight for financial operations, including developing and analyzing operating budgets, maintaining and enhancing internal financial controls, and developing sophisticated annual and multi-year financial reporting that supports the strategic plans. Coordinate the preparation of annual and multi-year budgets and works with central offices on this preparation.
Collaborate with leadership at SBMIT (Stony Brook Medicine IT). Work with units to streamline processes and duplication of effort.
Apply unique and specialized knowledge of the University's accounting and budgeting to analyze, prepare and review budget and fiscal data, communicate with administrators for purposes of preparing budget and fiscal requests to ensure that resources are funded to meet educational programs.
Responsible for financial forecasting and related analytics. Creates short- and long-term financial plans for the University's leadership that support the development and assessment of institutional goals.
Ensure that financial reporting effectively supports academic, healthcare, and administrative decision-making. Oversee the preparation of quarterly forecasts and monthly actual reports to senior leadership within the office.
Oversight of key financial processes, including ensuring that budgets and cash balances are properly supervised and monitored and providing guidance to those units as appropriate.
Oversight of key financial processes, including approval of monthly account reconciliations, distribution of the annual carry forward balances, maintaining internal controls, and distribution of the strategic funding to reporting units.
Advises IT leadership on long-term and annual budget.
Provide award oversight of the University's financial system, which includes generating reports from the financial system and supervising the office's financial processes to ensure that funding allocations and transfers are completed in a timely manner.
Assist in grants administration, reviewing associated grant budgets for accuracy and ensuring compliance with University and sponsor guidelines.
Supervision/Organizational Structure :
Manage finance and budget staff; responsible for determining the optimal distribution of fiscal responsibilities and advocating for increased staffing as needed.
Build strategic plans to develop, improve, and support executive decision making. Develop business intelligence; key performance indicators, dashboards, and data metrics and identify critical processes for process improvement. Make recommendations, implement procedures for process improvement.
Perform post-implementation tests for compliance and increased efficiencies. Coordinate the implementation of procedural changes and act as the primary liaison for problem resolution.
Develop strategic and creative funding models and financial programs to facilitate greater administrative efficiencies.
Seek new areas of revenue generation and expenditure savings for the IT areas.
Negotiate and maintain Memorandums of Understanding (MOU) and contracts with affiliates.
Review and develop rate structures.
Policy and Procedure Management :
Works with IT managers/staff to establish best practices, ensuring compliance with applicable guidelines.
Oversight of the development and review of relevant IT policies and procedures. Consult with University Counsel and all relevant stakeholders as needed.
Provides information and advice to Senior Vice President and Vice Presidents regarding Federal, State, SUNY, local, and internal provisions which may affect operations.
Oversight of the development of strategies which will enable IT to be adequately resourced to undertake appropriate roles and responsibilities and to deliver efficient and effective services to the University community.
Identifies comparable entities against which to measure organizational performance. Analyze and rate performance against such entities. Contact/research comparable institutions, study each's processes and activities, use data to improve critical IT processes.
Manages the dissemination of benchmarking reports which involve critical processes including, but not limited to, infrastructure and financials.
Employs strategic benchmarking to achieve long term positive results.
Other duties as assigned including, Special projects, as needed, Liaison to the IT facilities planning process, SUNY wide budget proposal development.
This is a full time appointment. FLSA Exempt position, not eligible for the overtime provisions of the FLSA. Minimum salary threshold must be met to maintain FLSA exemption.
