The Business Operational Risk Manager represents the Financial Markets - Cluster business as a first line of defence, implements the Standard Chartered Operational Risk Framework (ORF), and supports the Group's Operational Risk policy and associated operational risk procedures to ensure that operational risk is effectively managed at the business unit level across multiple countries for the Regional Business Manager of Financial Markets and Country Heads of Financial Markets and Regional COO.
The Business Operational Risk Manager is to focus specifically on delivering superior FM controls, governance and supervision always across a set of countries in the Financial Markets - Cluster. Assistance is also provided to Treasury-Markets and WMPS as per the outline in the Memorandum of Understanding between Financial Markets, Treasury-Markets and WMPS.
Responsible for understanding the Group's business strategy and its implications for the operational risk management role.
Proactively engage with FM COO product and change and control teams as well other country and regional support/control functions and the various Global Business Services teams;
Leading the delivery of Southern Africa regional FM change initiatives;
Implement regional and global strategies in the business by working with the FM Heads and their management team
Responsible for maintaining an awareness of the wider business, economic and market environment in which the Group operates
Responsible for challenging and questioning business strategy in application of operational risk appetite, seek to optimise the business risk-return profile
Continuously improve productivity and efficiency, and implement a standardization agenda for the business;
Take the lead to identify and drive initiatives designed to improve operating efficiency and risk across the Southern Africa region and the wider Africa and Middle East FM business;
Prepare papers or provide updates as requested by FMMT or governance committees;
With other business managers and members of the NFRC: o Develop customer service, efficiency, or control metrics and implement appropriate actions in response; o Recommend and drive continuous improvements in the business, i.e. identify and executing ad-hoc improvements to business processes, policies, structure, and roles; o and with Business Finance representatives, understand and manage both direct and indirect costs of the business. Ensure that fixed and variable costs are accurately identified and that cost drivers and the ability to influence variable costs are understood. Maintain rigorous cost and investment discipline across the business.
Responsible for adherence to specified BAU operational risk deadlines
Responsible for being the go-to person for the business for all operational risk related incidents and queries that arise, and becoming a business end-to-end subject matter expert in all Financial Markets products offered by the Bank in this market
Responsible for coordinating with stakeholders in the country and with other Financial Markets operational risk managers to increase transparency and share key learnings and best practices
Accountable for ensuring business staff complete Risk Acceptance Templates for material risks / control failures identified. Accountable for the provision of these templates to second line operational risk team for review and approval prior to submission to relevant governance forums / committees
Responsible for the implementation and execution of the Control Sample Testing (CST) process, sampling and testing the population of controls in the Southern Cluster to ensure compliance with agreed control standards and facilitating the monitoring/collection of any Key Risk Indicators (KRIs). With the process owner ensure sign off on all new and amendments to existing CST's and that same are tabled at BORF and other governance forums.
Responsible for ensuring quality of information in the Southern Cluster recorded in risk tracking system (EORP), as well as ensuring accuracy, completeness of data, and timely resolution of actions
Responsible for supporting the business in the Southern Cluster in minimizing operational risks and losses, and ensure material operational losses are investigated to prevent recurrence per group policy.
Working with the in the Southern Cluster Senior Operational Risk Officer (SORO), responsible for ensuring Root Cause Analysis (RCA) is completed for any audit fail. Review audit findings and key themes, assisting business to achieve resolution in line with business risk appetite
Responsible for coordinating internal and external audit reviews in the Southern Cluster - liaising with stakeholders to ensure timely / accurate information is provided
People and Talent:
Responsible for driving appropriate culture and values within the team. Setting appropriate tone and expectations for the team, work in collaboration with risk and control partners across all functions
Identify knowledge gaps, facilitate development of training material and arrange relevant business training on operational risk. Ensure the provision of ongoing training and development of people and ensure that holders of all critical functions are suitably skilled and qualified for their roles ensuring that they have effective supervision in place to mitigate any risks.
Be a source of reference within the FM business in facilitating and promoting the understanding of Operational Risk and compliance/regulatory requirements both at a Southern African level as well as across the Africa Middle East business.
Responsible for ensuring all material operational risks are identified, assessed, mitigated, monitored and reported to relevant governance forums
Accountable for the identification of operational risk for new products and new business, regulatory and thematic risks, and the implementation of appropriate controls to mitigate these risks
Accountable for the development of control enhancements to ensure any known risks are controlled within acceptable boundaries and consistent standards
Responsible for mentoring Financial Markets staff across all segments of the Southern Cluster on business controls, governance and supervision
Responsible for ensuring compliance with policies applicable to Financial Markets which impact operational risk. Challenge processes, procedures, and policy if there is opportunity for improvement
Responsible for speaking out on emerging risks
Responsible for identifying knowledge gaps, facilitate development of training, arrange relevant business training on Operational Risk
Responsible for ensuring periodic peer reviews participation, subject to business need, to ensure consistency of risk management approach and support the business in embedding best practice
Responsible for managing the Southern Cluster Financial Markets Business Operational Risk Forum (BORF)
Responsible for ensuring adequate governance and oversight over operational risk, through the escalation and appropriate resolution of relevant risk exposures to Country Operational Risk Committee (CORC) and Non-Financial Risk Committee (NFRC) as required
Responsible for escalation of issues, blockages, challenges and trends to the regional lead, COO and business head when required
