The Role Responsibilities
Ensure that business strategy is develo ped and implement ed with considerations of potential risk implications and the risks are being mitigated by sufficient processes and controls.
Support in the delivery of business and / or financial objectives by ensuring proper risk & control features are being assessed, implemented and maintained per ORTF guidance.
Processes Implement ORTF in country
Ensure the ORTF i mplementation in country is aligned with Group expectations.
Critically assess local deviations from Group Standard Processes and drive the standardization agenda in country
Ensure all local differences are documented in Country Addendum, approved by ERC and fully implemented in the ORTF
Support in country training for ORTF implementation (i.e. ORDF)
Deliver in country training on Operational Risk Platforms (i.e. EORP)
People and Talent
Lead through example and build the appropriate culture and values. Set appropriate tone and expectations from their team and work in collaboration with risk and control partners.
Ensure the provision of ongoing training and development of people, and ensure that holders of all critical functions are suitably skilled and qualified for their roles ensuring that they have effective supervision in place to mitigate any risks.
Employ, engage and retain high quality people, with succession planning for critical roles.
Responsibility to review team structure/capacity plans.
Set and monitor job descriptions and objectives for direct reports and provide feedback and rewards in line with their performance against those responsibilities and objectives.
Risk Management & Governance Embed use of ORTF in country
Embed Top Risks in metrics and ensure those risks are managed in country
Ensure the completeness of the Operational Risk Profile at country level, including consideration of all risk subtypes which have been designed in the ORTF
Highlight the key issues in Risk Information Report and risk management action plans at ERC
Recommend and oversee implementation of business restrictions, process and/or control improvements where necessary
Be the focal point of operational risk review on strategy, process and control embedded in the country to ensure fit for growth
Ensure compliance with OR policies
Ensure immediate escalation to Group of unsatisfactory operational risk events being rated above GRAM 3
Drive comprehensive, high quality root cause analysis of such unsatisfactory operational risk events and agree risk management action plans with Local Process Owners
Ensure new activities, changes to processes and products conform with the Project Governance Policy and the Product Governance Policy
Monthly oversight of gross and residual risk ratings and risks requiring escalation under the Risk Assessment and Acceptance Policy
Embed Operational Risk policies, ensuring first and second line are aware of and understand their responsibilities under them
Deliver second line assurance
Assurance over integrity of country level ORTF metrics (KCIs, CSTs, KRIs) for all processes
Monthly assurance of residual risk assessments using the Group Risk Assessment Matrix and Country Financial Threshold
Ensure controls are operating effectively and defects are resolved or escalated according to the ORTF Hierarchy of Monitoring
Identify differences in standards set by Country Risk Framework Owners and escalate to CCRO
Monthly assurance performed on identified processes and controls mapped under Process Universe
Maintain end to end oversight of all risks which have escalated to Group for acceptance and conditions and other feedback given to the country about those items
Regulatory & Business conduct
Display exemplary conduct and live by the Group's Values and Code of Conduct.
Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.
Lead the Country OR team to achieve the outcomes set out in the Bank's Conduct Principles: The Right Environment
Being the second line of defence for internal control and related risk assessments.
Chief Executive Officer :
Take inputs from CEO from time to time for satisfactory conduct of the ERC meeting.
Provide update to CEO from time to time on critical aspects of OR Framework as well as specific risks/ events.
Country Business/ Function Heads / Chief Operating Officer
Ensure operational risk management within the country is effective in containing risks within risk appetite.
Provide guidance on how effective operational risk management can be achieved.
Country Head of Operational Risk - GCNA Region and Globally
Socialise risk events and country practice of Group OR policy / procedure implementation
Group Operational Risk
Country Head of Operational Risk works closely with Group Operational Risk who provide the functional leadership and support
Country / Group Internal Audit Team
Maintain regular dialogue to both ensure Assurance work is carried out in accordance with a consideration of relevant business risks and issues and to ensure GIA fully consider core OR tools and techniques in performing their core audit work.
