West Chester University (WCU) of Pennsylvania invites applicants for an Assistant Director for IT Strategic Planning and Project Management Office. This position reports directly to the Sr. Associate Vice President for Information Services and Technology and provides strategic leadership and project management expertise for the University's IT services in support of its mission and goals. The Assistant Director will direct and lead Project Management Office providing overall coordination, status reporting, implements project management processes and methodologies for the IT community to ensure projects are delivered on time, within budget, adhere to high quality standards and meet customer expectations. The Assistant Director will work collaboratively with senior leadership and campus stakeholders to create an environment that is highly responsive and service oriented. Bachelor's Degree in information technology, computer science, business administration, management information sciences or related discipline expected. Master's degree preferred.
A minimum of five years of progressively responsible experience in a leadership role as related to information technology. Successful candidates will possess evidence of information technology leadership/expertise in a university or other large-scale decentralized environment similar in size and complexity to WCU as demonstrated by experience in project management, strategic planning and understanding of current and emerging technologies. Prior experience in higher education setting is highly preferred.
Demonstrated ability to identify, plan, carry out and delegate the work essential to achieve a strong customer service environment.
Participate and assist with the strategic planning for IT, both long and short-term, and its execution, to include fiscal and administrative decision-making, vendor negotiation, contract management, technology procurement, resource alignment, and making actionable recommendations.
Must possess extensive knowledge and expertise in the use of project management methodologies and tools, resource management practices and change management techniques. Serves as a resource to project managers and project leaders to educate and assist them with implementing project management processes and making improvement/changes.
Ability to translate business requirements as expressed by campus contacts, into practical, sustainable, and cost-effective technology projects.
Ensure IT risk management, disaster recovery and business continuity planning processes are in place and receive regular review for currency and adequacy. Experience with disaster recovery testing, planning, and validation.
Familiarity with IT governance, risk, and compliance standards commonly employed within higher education.
The knowledge and understanding of IT and the ability to forecast new technology development and the relevant future uses of new services and technologies with an environment of teaching, research, administrative educational support, and administrative systems.
Knowledge and skillset associated with reviewing and making recommendations for Cloud Services contracts related to Service Level Agreements (SLAs), Data Classification, Information Security, Intellectual Property, Implementation Services, Fees, Project Management, Transition Services, Backup Services, and Termination Clauses to ensure all WCU standards and industry best practices are met. These include but are not limited to SaaS (Software-as-a-Service), IaaS (Infrastructure-as-a-Service), and PaaS (Platform-as-a-Service) Cloud Services.
