The primary functions of the Pharmacy Technician III will be the procurement of medications and supplies for Christiana Health System. This involves strategically reviewing all wholesaler catalogs, 340B split billing software, the MedShorts catalog and manufactures direct purchase catalogs to ensure that we are purchasing the most cost effective medications. The pharmacy purchasing technician will ensure that all medications are billed to the appropriate location and procurement follows manufacturer Risk Evaluation and Mitigation Strategies (REMS) to ensure compliance with regulations. In addition, the pharmacy buyer will maintain records of purchases in an easily retrievable form for audit purposes and will routinely communicate with pharmacy supply chain leadership any problems that will impact the supply of drugs to Christiana Care so that risk mitigation strategies can begin immediately.
PRINCIPAL DUTIES AND RESPONSIBILITIES:
Manages all purchasing functions for the Christiana consolidated pharmacy supply chain that services to all ChristianaCare locations
Prioritize work to ensure that all billing and ordering functions are completed daily to ensure cost transfers are timely
Respond to emails in a timely fashion that identify specific patient needs that may require emergency deliveries to complete a patient's treatment regimen
Work in coordination with the 340B team to ensure that drugs are ordered off the appropriate accounts to include: the wholesale Acquisition Accounts (WAC), 340B account, and Group Purchasing account (GPO) to ensure that we are in compliance with the Health Resources and Services Administration (HRSA) regulations
Work with pharmaceutical representatives during drug shortage situations to ensure that we limit stock-outs to the greatest extent possible
Navigate the distribution channels for REMS drugs and ensure that each channel has up to date licensing information, accounts are free from outstanding balances, and expected turn-round times can be met to prevent patient treatment delays
Work with wholesalers and accounts payable to ensure that no outstanding invoices are left unpaid that could put the health system in a credit hold
Order medications in a manner that separates hazardous items from non-hazardous items from a National Institute for Occupational Safety and Health (NIOSH) and United States Pharmacopeia (USP) perspective
Manage the ordering of controlled substances in schedules III-V of the Controlled Substances Act (CSA) to ensure on-hand quantities are maintained.
Communicate with pharmacy leadership impending drug shortages as presented by pharmaceutical representatives so that an alternative product can be procured
Resolves discrepancies between what vendors/wholesalers have shipped versus quantities received.
Maintain and organize files (primarily invoices) so that they are easily retrievable in the event of an audit
Serves as a resource for ChristianaCare departments and employees regarding purchasing processes and procedures, order status, and basic use of purchasing-specific software systems
Assist with the biannual physical inventory process to ensure that on-hand quantities are correct and/or price discrepancies are rectified with the inventory team
Proactively order medications that are new additions to the formulary so that pharmacy supply chain leaders can add the medications to the required databases prior to use.
Maintain spend analytics tools to ensure that all purchases from all primary and secondary wholesalers, 503B certified compounding companies and direct shipments are logged
Demonstrates compliance with ChristianaCare and departmental policies and procedures and mandatory education requirements
Inform pharmacy supply chain leadership of newly identified drug shortages, accounts that are on credit hold, or with information pertaining to any other problem that could delay patient care from a procurement perspective
Performs assigned work safely, adhering to established departmental safety rules and practices; reports to supervisor, in a timely manner, any unsafe activities, conditions, hazards, or safety violations that may cause injury to oneself, other employees, patients and visitors
Performs other related duties as required
EDUCATION AND EXPERIENCE REQUIREMENTS:
High School Diploma required
BS in business or health care related field preferred
At least ten years of progressive technician experience with strong background in pharmacy supply
Experience with drug purchasing processes and 340B preferred
Exceptional data entry and computer skills required, including extensive knowledge of Microsoft Office products to include: Word, Excel, Access and PowerPoint
Ability to prioritize work
Excellent oral and written communication skills
Comprehensive understanding of Connect-Rx, ChristianaCare pharmacy automation, and packaging processes
Must have the ability to learn online ordering platforms and billing including: wholesaler catalogs, split billing software, and automated device platforms
