The position requires proficient knowledge of ESRI desktop, server and web applications and basic knowledge of related technologies such as GPS, aerial photography and Tremble software An associate’s degree in GIS, Electrical Technology or related field is required.

Maintain detailed system maps and supporting records and publishing maps as needed.
Post staking sheet information to ESRI/NISC based system maps, as well as posting other changes made on the system.
Assist in the maintenance of the cooperative’s Geographical Information System (GIS) by obtaining, updating, and implementing all information pertaining to the electric distribution system that is provided by the engineering and operations teams through staking sheets and various other reports.
Responsible for accurate and nightly pushes to other software using (GIS) for automatic population of required fields.
Assist in the preparation of system planning and operational studies (construction work plans, long range plans and sectionalizing studies) by providing an updated electric distribution system model used for engineering analysis.
Provide necessary (GIS) data, drawings and assistance required by employees to aid in the planning, design, analysis, installation, and maintenance of the electric distribution system.
Provide all pertinent (GIS) data drawings and assistance to external engineering firms and/or government agencies for use in a regional (GIS) system.
Assist Staking Engineers when help is needed.
Work with field personnel to reflect changes made in the field to ensure accuracy in the (GIS) software
Assist in the yearly meter reads and line inspections to guarantee accurate meter and plant locations.
Responsible for accurate mapping of fiber build out. Will be required to work with contractors and internal employees to receive accurate placement of fiber plant in the map.
Make changes to fiber plant and track fibers correctly in (GIS) system to mark and track individual fiber routes and splicing changes.
Work with field crews to speed up outages to the fiber network with assistance in locating fiber location, depth and route.
Work with NISC on special projects and troubleshooting system problems as needed.
Care for and maintain all cooperative assigned equipment.
Recommend improvements in procedures, forms and equipment pertaining to the (GIS) system.
Preform other duties as necessary or required by the cooperative.
KNOWLEDGE, SKILLS, AND ABILITIES:
Must attain a thorough knowledge and understanding of RUS line construction standards and assemblies.
Proficient knowledge of ESRI desktop, server and web applications.
Previous knowledge of NISC software and how it relates to various departments of the cooperative.
Understand the principles, practices and trends of GIS technology.
Basic knowledge of related technologies, such as GPS, aerial photography and Tremble software.
Ability to competently use a computer for various applications including data input, customer inquiry, work processing, spreadsheet applications and other special engineering/operation software programs. Also, must be skilled in using Microsoft Windows environment and Microsoft Office.
Requires the skill to assist in projects with outside parties such as contractors, consulting engineers, state highway departments, local government agencies, etc.
Ability to communicate effectively with the general public, Cooperative membership, Cooperative employees and others.
Ability to analyze and interpret Cooperative and PSC policies, rules and regulations.
Valid driver’s license required.
High school diploma required. Two-year technical degree in (GIS), Electrical Technology or related field preferred but not required.
Previous experience working in a similar position related to (GIS) or engineering is preferred but not required.
Previous experience in working with NISC software including mapping, staking, outage management and customer records is preferred but not required.
Previous experience in ESRI software is preferred but not required.
Additional education or background in mapping or electrical technology may be considered in lieu of experience.
