City of Lynchburg Park and Recreation Department is seeking an experienced and qualified Parks Service Manager. Responsibilities include the administration and implementation of long-term strategies for the planning, development and management of parks, trails and recreation facilities and the City park system, Duties include:
Serves as a member of the Department Lead Team, which is the senior management team responsible for developing departmental strategic plans, establishing policies, providing budget oversight and coordinating emergency management responses;
Administers and supervises the Park Services area which includes Park management and development, recreational facilities management, trail management and development and fleet management;
Analyzes and develops long term planning, policy, funding strategies, and designs for parks, and recreation properties and facilities, including developing resource management plans, and master plans for renovation of existing parks and development of new parks and trails;
Develops & implements Department Capital Improvement Budgets and Plans;
Serves as Project Manager for Department overseeing Capital Improvement projects, other construction and special projects, includes the responsibility for preparation of specifications, procurement documents and request for proposals;
Develops and administers Park Services operation and fees budget;
Researches, prepares written reports and makes formal presentations to Physical Development Committee, City Council, Finance Committee, Board of Zoning Appeals and various organizations;
Researches, analyzes, provides support and expert advice/data collection on Parks & Recreation best management practices to City Council, Executive Staff, and Department/Division personnel;
Researches, develops and administers a Grant/Funding Strategy for Parks & Recreation, which includes a: Giving/Recognition Program;
Represents Parks & Recreation in interaction with other City Departments, Divisions, and Non-Governmental Organizations;
Analyzes, negotiates and/or determines requests for special parks & recreation use/service or complaint by the general public and others;
Works with Buildings and Grounds to ensure effective maintenance of parks and facilities assisting in the development of park maintenance plans and maintenance standards;
Inspects parks, trails and facilities on a routine basis to ensure maintenance and safety standards are met;
Develops and administers Department Emergency Operations Plan and works with other City Agencies to promote security and safety on all park properties;
Supervises the Special Events Coordinator for all City-Sponsored Special Events and external events held on City Property.
Regular attendance required.
Approximately 25% percent of work is in-the-field supervising direct reports and 75% of work is administrative.
ADDITIONAL DUTIES AND RESPONSIBILITIES include the following:
Administers the posting of pavilion reservation, insures proper park signage, and assists in the general supervision of day-to-day park operation;
Continues to update trail master plan and to work with the City Center For Urban Design; Directs the Adopt-A-Trail Program;
In the absence of the Director, will assume responsibility for day to day operation of division.
Other duties to provide direct or indirect service to the citizens may be assigned.
When unusual situations occur and/or the City Manager declares a State of Emergency, all City employees may be required to accept special assignments and perform as needed to ensure appropriate service delivery.
Manages subordinate supervisors who supervise the Facilities Management Area, specialty ball fields, trail operations and special events.
Responsible for the overall direction, coordination, and evaluation of these areas. Also responsible for seasonal part-time employees as needed.
Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
Responsibilities include interviewing, hiring, and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Bachelor's degree from an accredited college with major work in parks & recreation, natural resource management, public administration or a closely related field is required; graduate degree is preferred.
Extensive and progressive responsible experience is required in the parks & recreation, resource management, or public administration fields.
Must have solid computer and project management skills.
