In the Director’s absence, the Assistant Director has overall management responsibility for the University's Fleet Management and performs Fleet Management responsibilities through oversight and collaboration with managers and supervisors. This position assists the director and makes recommendations in the development of department budget, rental rate development, vehicle specification development, RFP evaluation, vehicle selection, approval of department expenditures, and has signature authority as a University of Nebraska buyer.
The Assistant Director will: o Provide effective, efficient, and value-added management and oversight of department personnel, contracts, materials/supplies, expenditures, safety programs, and the communication and enforcement of University policies and procedures. o Design, generate, and analyze special reports including the areas of technician efficiency, vehicle cost of operation, peer benchmarking, billing reports, utilization reports, down time reports, fuel usage, and similar operational management and efficiency reports. o Manage standard FMS report generation, initial report evaluation, and monitor inventory to include vehicles, fuel, and consigned auto parts. o Oversee the department business functions and will direct the acquisition, maintenance, and service of University fleet vehicles including off-campus service and/or repairs, and service provider contract management. o Keep current on and recommend changes to operating procedures, new equipment, and related systems. o Manage day-to-day office activities such as prioritizing work, scheduling office staff, assigning specialized duties, evaluating work accuracy, and resolving problematic issues. o Direct daily dispatch operation including supervising the dispatcher, monitoring accuracy of operations, and evaluate rental charge accuracy. o Direct the assignment of long term rental vehicles to University departments. Evaluate and approve all requests for long term vehicle rentals and resolve conflicts between rental request and vehicle availability. o Assign all specialized new vehicle procurement. Direct the licensing, titling and registration of all University owned vehicles. Assign license and unit number to all new university vehicles and monitor titling and registration of vehicles through the Department of Motor Vehicles. o Direct the operation of the University Fleet Fuel Card System. Supervise fuel credit card ordering and assignment, evaluate usage and fuel billings, and investigate and correct any discrepancies. o Provide expert vehicle advice to University Departments to include all vehicle problems or purchasing issues.
This position will perform other duties as assigned to include: o Coordinate the Annual University vehicle auction. Select and assign vehicles to sale and monitor auctioneer performance. o Coordinate occasional online vehicle and/or specialized equipment auction through contracted provider, including determining reserve value and auction award. o Perform liaison duties as required concerning citizen complaints concerning University vehicle operation. o Process vehicle accident reports and initiating the collection from other parties. o Direct and train staff in the operation of various computer software applications. o Monitor repair shop operation. o Administer off-site service provider and road-side service contract. o Oversee detailed inspections of operating equipment, personnel activities, and department facilities.

Minimum Required Qualifications:
Bachelor's degree in public or business administration, supply chain management, information systems management, or related field plus six years of related work experience; equivalent education/experience considered. Experience must demonstrate success in developing and managing people and budgets, recruiting and hiring a quality workforce, and collaborating with various business units within an organization. Proficient with computer applications. Knowledge of computer-based information system management. Knowledge of state and local codes: Nebraska Motor Vehicle Laws and Statutes, OSHA regulations, UST (Underground Storage Tank) regulations, and DOT (Department of Transportation) regulations. Knowledge and/or experience in fiscal reporting, budget projections, and monitoring expenditures within an established budget. Broad based automotive systems and repair knowledge. Experience must demonstrate excellent interpersonal, verbal and written communication, organizational, analytical, and problem-solving skills. Ability to demonstrate a thorough understanding of information systems, quantitative analysis, database management, and automotive technologies. Must have a valid driver's license with an acceptable driving record and meet UNL driver eligibility requirements.
Master's degree in public or business administration or related field. Familiarity with the following systems: FASTERFMS (Fleet Management System); FASTER Motor Pool or similar automated vehicle rental system; Microsoft Office Suite including Word, Excel, Access, and Power Point; SAP; eShop; and eBid. Knowledge of University policy. Demonstrated ability to successfully direct change and improve work practices and standards of performance. Strong understanding of Generally Accepted Accounting Principles, risk management, operational staffing, and change management. Certified Fleet Manager (CFM), Certified Automotive Fleet Manager (CAFM), Certified Public Fleet Professional (CPFP), and/or Certified Purchasing Manager (CPM).
