To oversee, manage, and provide strategic guidance to Procurement & Vendor Management teams with a primary focus on technology contracting activities, in coordination with stakeholders in ISD, Information Security, and other business units. The contracting activities include acquisition planning, contract negotiations, and contract administration/management, to include third-party risk management to align with and support Navy Federal Credit Union’s procurement and business strategy.
• Plan, oversee and direct (strategically, operationally and tactically) the procurement of credit union products, and services, with a primary focus on technology products and services (hardware and software procurement including cloud and other hosted solutions • As a subject matter expert, oversee and direct acquisition planning including strategic sourcing), as well as the preparation, negotiation, and administration of contracts, subcontracts, contract amendments, statements of work, delivery/purchase orders, and related activities, for both complex and routine acquisitions of services and products • Plan, oversee and direct assessment, mitigation and management of risk, as well as assuring optimal vendor performance, value, and quality • Review teams’ contracts, statements of work, proposals, purchase orders, and other contractual documents for contract sufficiency and to optimize contract terms and conditions • Oversee management of vendor relationships to ensure product, value, service, and quality meet and/or exceed expectations and contract requirements • Coordinate with Comptroller for the timely and accurate payment to vendors to ensure payments are made for value received and in accordance with contracts • Maintain the consistency and integrity of contracting activities throughout a multi-location operation • Interpret changes to expectations, rules and regulations and discuss areas of improvement with management and staff; recommend changes to Procurement & Vendor Management policies, procedures, and training • Recommend, support, and execute procurement and third-party management activities ensuring compliance with legal requirements and Navy Federal policies and in conformance with external expectations as appropriate including, NCUA, CFPB, FFIEC, industry rules and fundamental principles; recommend, support, and execute policy and process changes in accordance with legal and external expectation changes • Support the formulation of strategic direction and manage or support the research and analysis necessary to position Procurement & Vendor Management to meet corporate strategy and business unit goals and objectives; this includes: • Conduct supply chain analysis, including 3rd, 4th, and nth parties, and manage appropriately • Recommend, establish and monitor key performance metrics and benchmarks relating to planning/forecasting/performance • Analyze procurement trends to recommend strategies for the acquisition and implementation of critical systems, policies, and personnel • Create analytical reports and historical studies and submit to senior management • Provide acquisition strategy and contract administration oversight of and advice to Business Units for contracts and vendors taking a risk based approach, which may require new and creative solutions • Provide positive leadership to the teams and the Procurement and Vendor Management department through teaching, training, continuing education, development, employee engagement, succession planning, and mentorship programs • Select employees; conduct performance appraisals; counsel and coach employees consistent with Navy Federal expectations • Identify opportunities for improved efficiencies • Assign work/contracts based on workload, expertise and Business Unit requirements. Maintain work input control in order to manage work flow and ongoing execution and reporting to senior management • Collaborate with NCUA and CFPB examiners and internal/external auditors as requested; assist in responding to findings and inquiries • Support evaluation and development of the Annual Financial Plan for the department • Lead and participate on project teams • Support compilation of the Annual Contract Review to the Board of Directors.
• Bachelor degree in a related field, or the equivalent combination of education, training, and experience • Extensive experience in technology contracting, vendor management at a managerial decision-making level that demonstrates the ability to plan, organize, coordinate and control an organization responsible for complex procurement functions • Experience in financial planning and budget execution • Advanced skill presenting findings, conclusions, alternatives, and information clearly and concisely, tailored to audience including executives • Strong analytical, planning, organizational and problem solving skills with significant experience in problem resolution, including the ability to assimilate and analyze facts and determine root cause, scope and scale of issues • Experience in progressively responsible leadership/supervisory positions that reflect the ability to work independently, exercise judgment, coordinate with executive and first line management to define customer needs, make sound decisions, and manage effectively to develop and/or achieve goals • Advanced skill and ability to manage multiple projects, resolve conflicting requests, meet changing requirements and priorities, and meet deadlines and budgets; includes advanced organizational, planning and time management skills • Skill in working with all levels of employees and management, including significant experience in supervising and leading professional employees • Strong verbal, written and interpersonal communication skills including skill in directing, persuading, negotiating with contractors/vendors, interpreting and advising on complex technology requirements and complex policies, procedures, and legal expectations • Working knowledge (ability to develop) of guidelines published by outside regulators (NCUA, CFPB, etc.) • Desired – Master of Business Administration (MBA) Degree, master’s degree in a related field, or Juris Doctor • Desired – Technology degree • Desired – Experience working with corporate counsel and other attorneys regarding rights and liabilities in contract law • Desired – Prior experience working at the executive level in complex organization(s)
