The Distribution Planning Engineer has the overall responsibility for ensuring the Cooperative’s electrical system meets member’s present and future needs in a safe, efficient, and dependable manner. He/she performs research and compiles data from multiple sources to implement and maintain a system Smart Grid, advises Cooperative personnel on various routine and time-sensitive engineering matters, and ensures the Cooperative is operating in compliance to the NESC.
Develops plan for establishment and maintenance of Smart Grid for CVEC Distribution System. Determines proper equipment, reclosers, capacitors, etc.; to facilitate the use of fiber network in establishing the Smart Grid. Coordinates with other departments to provide to facilitate all equipment connection into fiber network and training in the utilization of equipment in the Smart Grid.
Oversees all short- and long-range system engineering and planning, including System Work Plan, load balances, voltage regulation, emergency feed conditions. Works with WFEC for coordination and substation load and upgrades.
Performs studies, collects and analyzes data, and makes recommendations to eliminate problems and improve reliability of the system.
Monitors and investigates outage reports to determine methods to improve continuity of service. Collaborates with Engineering and Operations personnel to implement alternate feed arrangements and switching operations.
Maintains a current knowledge of and directs Cooperative personnel on NEC, NESC, RUS codes, other industry standards and regulations, Cooperative safety practices and procedures. Recommends changes to procedures and policy to ensure compliance.
Researches and recommends electrical facilities to be incorporated into the system with either short term actions or through the System Work Plan. Assesses the status of current system and the potential changes and costs of new facilities to the system. Performs field checks to assess feasibility of new facilities. Designs, modifies, and develops facilities, testing, apparatus, and equipment for SCADA.
Conducts routine and special engineering studies, performs detailed analysis of data, and prepares reports, including: transformer loading studies; voltage drop studies; fault studies and fuse coordination; line feasibility studies; and other engineering studies as required.
Provides information and technical advice to Cooperative personnel, members, and the public in matters regarding distributed generation, such as wind and solar power. Advises Cooperative personnel on feasibility of back feeds and conductor load. Performs various studies and research as requested.
Researches and negotiates with consulting firms and vendors for services, assistance, and equipment for Engineering and other departments within established policies and procedures.
Manages Renewable Generation and Interconnection program.
Coordinates with contract engineers for engineering studies.
Coordinates with distribution engineers for equipment and construction specifications.
Education and Experience
Bachelor’ of Science in Electrical Engineering from an ABET accredited college or university
5 years’ work in electric utility with engineering experience.
Employee Development and Leadership Program preferred.
Work experience may be substituted for the education requirement as well as additional education may be substituted for work experience.
Valid Driver’s License.

This position has no direct supervisory responsibility. Does manage an essential business process that has a critical impact on the Cooperative.
Physical Demands/Working Environment
Work is highly varied and a person in this position must be able to work on timelines with heavy workloads and under moderate pressure. There are frequent opportunities to relax from any physical exertion or to change position in work activities.
Physical Effort and Dexterity: Occasional physical activity, to include walking, standing, stooping, bending and periodic lifting up to 50 pounds. Requires manual dexterity sufficient to operate standard office machines.
Machines, Tools, Equipment required to be operated: motor vehicle, computer, iPad and accessories, and various tools.
Visual Acuity, Hearing, Speaking: Requires normal range vision required to view computer data and figures. Normal range of hearing and proficiency of speaking clearly to communicate technical information in a work environment.
Environment/Working Conditions: 100% of work is inside under normal office conditions with occasionally working outside the office. Work is regularly scheduled Monday-Friday, although weekends and after hours will occasionally be required. Occasionally required to travel outside service territory or outside the state to attend training conferences. Must be able to sit for extended periods of time.
