JOB SUMMARY/ESSENTIAL JOB FUNCTIONS: Under the direction of the Assistant VC/Deputy CIO, the Director of the ITS Project Management Office (PMO) develops and maintains a project portfolio management (PPM) framework and team responsible for responding to rapid organizational changes and shifts to digital business. This position supports and enables the organization's projects, programs, and structured work efforts to improve the overall PPM maturity across the IT organization and institution. Tracks and reports plans and expectations of IT-oriented initiatives. Integrates the PMO into a larger IT service management framework that ensures end-to-end business value from product/service ideation to retirement.
DUTIES AND RESPONSIBILITIES :
Identifies and implements project management processes, methods, tools, metrics, and guidelines and standards.
Defines, manages, and directs end-to-end PMO work efforts, which include leveraging best practices and techniques in identifying, quantifying, and tracking benefits defined in business cases.
Oversees major project/program initiatives where a high level of organizational change, complexity, and/or visibility exists.
Develops and processes PMO roles, team configuration, and recruitment.
Coaches, mentors, and trains PMO staff and other staff within ITS.
Serves as an organizational change agent by reviewing and evaluating opportunities to improve project management best practices to achieve higher maturity in PPM.
Assists in developing and implementing best-practice IT service management frameworks and processes for the organization.
Builds and maintains relationships with senior leadership and key PMO stakeholders. Serves as a trusted advisor.
Facilitates a consensus, among the PMO stakeholders and organizational leadership, concerning the mission and vision of the PMO organization.
Engages senior leadership and business partners to continuously define and update the PMO mission, goals, and operating models to establish the PMO charter.
Mobilizes others within/outside the PMO and ITS to support and enable organizational change efforts within individual initiatives and inside business/operations units.
Assists in maturing the university's IT governance processes and adapting them to the product-centric digital business.
Performs other related duties as assigned.
EDUCATION: Bachelor's Degree in Information Systems, Information Science, Business, Healthcare, or related field of study. (TRANSCRIPT REQUIRED)
EXPERIENCE: Five (5) years of IT leadership experience within a higher education/healthcare work environment. (Seven (7) years of demonstrated IT experience with three (3) years of experience leading diverse teams preferred).
LICENSURE(S)/CERTIFICATION(S): PMP or other PPM-related certification. ITIL v4 Foundation, Lean Six Sigma, or other ITSM-related certification preferred.

Strategic technology planning skills that aids in developing plans that meet the architecture/technology needs of the organization.
Ability to possess a strong business acumen and enterprise knowledge. Ability to solicit information on the university's direction. Ability to make clear decisions and recommendations linked to the organization's strategy and financial goals.
Ability to possesses domain-specific knowledge of both higher education and IT; healthcare knowledge also preferred.
Ability to effect change and demonstrate a personal commitment to act as the organizational change agent for improving PPM maturity and practices.
Ability to influence others and communicate ideas or positions in a persuasive manner that builds support, agreement, or commitment.

WORK SCHEDULE: This position may be occasionally required to work evenings and weekends. May require occasional overnight travel.
