Job Summary: Reporting to the Deputy CIO, the Productivity and Collaboration Services Manager provides oversight and strategic direction to the campus for Berkeley's suite of Productivity and Collaboration services, including Google-G Suite for Education (email, calendar, drive, etc.), Box, Zoom, Qualtrics, and Open Berkeley, the campus web publishing tool built on Drupal. Incumbent oversees procurement, integration and deployment of campuswide emerging technologies in support of organizational productivity, as well as vendor ownership of tools already in use. The portfolio also involves ownership of the campus Developer Toolkit that includes Github, Confluence, and Jira.
In addition, the PCS Manager oversees Berkeley's accessibility team that supports accessibility testing of campus tools and provides guidance to IT units across the campus in adhering to UC and federal accessibility standards and policies. The accessibility group also participates on the UC and national stages to support a variety of education and advocacy efforts around accessibility.
Key Responsibilities include:
Evaluates proposals for changes to workflow and procedures within and across units and services, in alignment with industry best practices. Ensure optimal management of campus productivity tools, including Service Level Agreements, support structures and processes. Oversees the implementation of new initiatives or processes through subordinate management or supervisors/leads.
Evaluates feasibility studies for new applications and / or revisions to existing systems and services. Develops proposals for executive level decision making, to include organizational impact, cost analysis and staffing requirements. Develops and implements business cases and financial justifications for centralizing campus productivity services, ensuring cost and operational efficiency.
In conjunction with subordinate managers, oversees the analysis of the needs of functional departments and helps to establish priorities for feasibility studies and systems design and implementation to develop new and/or modify information processing systems.
Frequently interacts with peer managers across the organization on operational and strategic planning matters.
Coordinates with functional departments involved in system requirements, techniques, and controls.
Selects, develops, and evaluates personnel to ensure the efficient operation of the function. Maintains responsibility for employee performance reviews, recruitment, retention, terminations, staff development programs, and implementation of quality improvement practices.
Instills strong management practices among subordinate managers to create a culture of teamwork, effective collaboration, and timely achievement of objectives.
Makes recommendations and implements decisions on issues (operational and budget processes, staff FTE, finance, human resources and space planning) that have department-wide impact.
Advises senior management and campus-level leadership on matters concerning several functional areas, department and/or customers.
Initiates and facilitates successful collaborations with administrative and academic departments, colleges and other campus organizations to understand and harmonize priorities, and ensure coherence, efficiency and utility in the management and development of services.
Oversees analysis and policy development for issues and processes related to Productivity Suite, Open Berkeley and campus web accessibility.
Uses and applies advanced Information Technology principles, theories, and concepts to manage and provide solutions to more complex and multi-dimensional problems including significant experience with ITSM or similar service management frameworks and standards.
Requires an in-depth knowledge of the application service delivery function and a broad knowledge of the IT organization with the ability to gather, organize and analyze data in the completion of diverse functional assignments
Possesses a growth mindset, with an ability to think strategically and creatively, to anticipate technology trends and to transfer that thinking into cogent plans for a large and complex organization .
Excellent oral and written communication skills, including the ability to effectively present technical topics to large groups with potentially varied levels of technical sophistication and develop and maintain professional relationships with campus leadership, department chairs, school/college deans, and faculty at all ranks as well as other directors and managers in academic partner units.
Demonstrated ability to build collaborative partnerships to improve, enhance or launch new services and support across an institution.
Extensive or advanced knowledge of productivity and collaborations tools sufficient for strategic planning, technology assessment and direction.
Extensive experience in managing technical staff and leading change management activities and managing their impact across multiple units or departments.
Experience in the management of ongoing technology acquisition and expansion including the ability to adapt, integrate and modify existing programs or vendor-supplied products and identify and integrate emerging technologies for use within a large and complex technical environment.
Demonstrated ability to lead and work collaboratively in a consensus-driven distributed matrix environment and to establish, maintain and foster cooperative working relationships with peers, staff members, users and others.
Demonstrated ability to work in a continuously changing and evolving technological and organizational environment and to think innovatively to conceive and develop new system solutions and procedures and to work effectively under stress, constrained resources and challenging deadlines.

Bachelors degree in related area and/or equivalent experience/training
Knowledge of UC Berkeley policies, procedures, campus organizational structure and functions.
